Recommend adjustments within budget accounts (i.e., redistribution, staffing levels, and fund availability). Provide budget training to internal and external staff.
Support assigned programs in the long-range management of financial resources. Prepare applicable directives on budget execution and formulation procedures.
Analyze commitments and obligation of funds, based on funding availability, organizational requirements, and fiscal year funding targets to ensure proper utilization.
Assemble proposed operating budget with summaries for review by Budget Officer, Deputy Comptroller, Comptroller, Board of directors and the Commander.
Provide assistance to Directors, service chiefs and employees on budget execution, applicant of funds and allotted fund terminology. Provides training to internal staff as needed.
Maintain detailed records relating to the planning, organizing, programming and execution of an annual budget. Create reports from data collected in the automated accounting system.
Utilize automated systems such as General Fund Enterprise Business System (GFEBS) to input and extract data. Verify the obligations and expenditures are processed accurately into the automated accounting system.
Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
This position has been designated as Mission Essential and the incumbent must assume essential personnel status during inclement weather/emergencies.
This is a DOD Financial Management position. The incumbent must complete training and meet position requirements for certification at Level 2 within 2 years of appointment. Failure to obtain and maintain certification may result in adverse action.
This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Tier 3 security investigation or access for the duration of employment. A background investigation and credit check are required.
Qualifications

In order to qualify, you must meet the experience requirements described below. Specialized Experience: One year of specialized experience which includes: independently interpreting budget/financial regulations; formulating and executing budget submissions; recommending and implementing changes; analyzing budget/funding data to ensure proper execution of resources; preparing budget reports for presentation and justification to senior leadership; collaborating with various departments/staff in the preparation and finalization of budget formulation; and utilizing automated financial or budget systems to input and extract data for various reports.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-11.
