The GS-07 is a developmental position, composes a career ladder structure to the full performance level of Program Specialist. The incumbent at the GS-7 level will serve in a developmental assignment, to provide the individual with the knowledge, skills, and abilities needed to perform the full range of duties as described in the target position description.

At the GS-9 level (full performance), the Program Specialist position is pivotal in deriving and analyzing qualitative and quantitative information from which the most cost-effective, efficient, and highest quality healthcare services can be implemented.

Major duties and responsibilities include, but are not limited to:

Coordinates Residency Program/Project Activities:

  • The employee coordinates with various hospital program coordinators within the VA Graduate Medical Education (GME) office as well as various residency coordinators at Yale University School of Medicine.
  • Disseminating and updating work schedules, performing all duties related to trainee onboarding and maintenance of credentialling, PIV card maintenance and re-sponsorship (if needed) to include both US and non-US citizens, facilitating teaching conferences, serving as the primary education liaison for the West Haven VA, assisting the Residency Site Director (Radiology Service Chief), and coordinating education activities.
  • Ensures that all Resident physicians are properly appointed in the hospital's computer system prior to starting work.

Program Coordination for Residency:
  • Provides technical support to customers who need advice, assistance, and training in applying hardware and software systems.
  • Resolves the most difficult customer support requests and electronically assigns menus, option keys, trackers, and software suites.
  • Initiates PIV card sponsorship and maintenance for Residents to include US and non-US citizens as needed.

Primary Timekeeper for Diagnostic Imaging Service staff and Residency Trainees:
  • Primary VATAS timekeeper for 90 personnel in the Department of Radiology, located at 2 facilities of the VA Connecticut Healthcare System (West Haven and Newington).
  • Supervises assistants who perform limited timekeeping duties and trains other staff within the organization (by coordinating with supervisors in subordinate sections) in following timekeeping guidelines, including performance of routine timekeeping as well as more complex processing of FMLA, overtime, Comp time, corrected timecards, and other specific problem.

Staff Physician Administrative support:
  • Primary administrative support for staff Physician credentialing and privileging, PIV card sponsorship and maintenance/renewal, Ongoing and Focused Practice Performance Evaluation (OPPE/FPPE) records maintenance, TMS training, and ADPAC support, for 14 VA and approximately 20 Yale university contractor physicians who are credentialed at the VA.
  • Assists ADPACS in requesting all software functioning keys, problem solving associated with support of individual hardware and software orders, CPRS, VISTA, TEAMS etc., for all new employees, contractors, affiliates and students.

Administrative Support for Radiology Department:
  • Assists the Service Chief as needed with any scheduling needs, preparation of paperwork signature packages, or meeting support, to include taking minutes and action items if needed, and acting upon these.
  • Prepares and disseminates work schedules to entire department daily, greets department visitors, answers and routes phone calls, and escorts visitors throughout the department as needed.

Special Projects as assigned:
  • Performs special projects as assigned by the Service Chief and/or Administrative Officer.
  • Supports a 90-person department with entry of work orders, specific requests of staff for housekeeping or other facility-related concerns, LEAF requests, and administrative support of special projects.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/20/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-5, and for a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

GS 07:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-05) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: obtaining and interpreting data; conducting research as necessary for various projects; data collection and analysis and preparation of reports and/or presentations; develops assessment of performance, and development and evaluation of improvement activities. OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 1 full year of graduate level education or superior academic achievement*. Degree must be relevant to the position to be filled. OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a bachelor's degree. The education and experience must be directly related to the work of the position to be filled.
GS 09:
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-07) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: applying qualitative and quantitative analysis techniques to identify, evaluate and resolve issues of a complex level with multiple factors; Employs management analysis techniques and methods to develop information for comprehensive reports, addressing such elements as work measurement, trend analysis, efficiency, effectiveness, and productivity, and to assess the success or failure in attaining program operational goals/objectives; has in-depth knowledge of computer systems to be able to troubleshoot problems for all users in the service line; obtaining data that is variable and translating this information into concrete data. OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. Degree must be relevant to the position to be filled. OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 1 year of graduate level education may be used to qualify applicants for positions at grades GS-09.
