Summary

The VA Northeast Ohio Healthcare System is recruiting for an Accounting Technician. The Accounting Technician will function in Fiscal Service. The incumbent's primary responsibility is establishing and maintaining a complex integrated financial system and services which contributes to effectively manage and control facility operations.

Duties

Help

The Accounting Technician duties include, but are not limited to:

  • Utilizes a range of software applications (i.e., Word, Excel, Outlook, etc.) including but not limited to, spreadsheets, word processing, internet, and communications.
  • Researches and resolves issues in a paperless system including, but not limited to vendor issues, missing payments and rejects.
  • Consults with customers providing advice and guidance concerning policies, procedures and regulations.
  • Knowledge of a variety of procedures and their relationship to other functions to research and investigate problems in order to advise a resolution.
  • Meets the needs of customers while supporting all stakeholders by communicating in a courteous, tactful, and respectful manner.
  • Handles conflict and problems in dealing with all stakeholders constructively and appropriately.

Qualifications

In order to qualify for this position, you must meet the following requirements within 30 calendar days of the closing date listed on the announcement:

  • Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-06.The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

  • All Title 38 Veterans Canteen Service (VCS) employees must have served in their Excepted Service position for at least 90 days in order to be eligible for a position within the Competitive Service.

  • Applicants who were previously selected under a Competitive Delegating Examining Office (DEO) announcement must have served in their position for at least 90 days prior to being eligible for other positions within the Competitive Service.


You may qualify based on your experience and/or education as described below:

Specialized Experience: GS-7- You must have one year of specialized experience equivalent to at least the next lower grade GS-6 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: auditing and reconciliation of the ledger accounts, for preparation of accurate and timely reports and for control of funds. Use of a wide variety of procedures or processes required to assemble, review and maintain complex accounting, budgeting or other fiscal transactions. Entering accounting transactions into an automated data management system.

Education: You musthave successfully completed one full year of graduate level education in the major of accounting or Superior Academic Achievement (SAA). One year of graduation education is 18 semester hours or the number determined by the school attended to represent one year of full-time study. SAA is based on class standing (upper third), GPA (3.0 or above) or honor society membership. (Transcripts must be submitted).

Combination of Experience and Education: You musthave a combination of education and experience to qualify at the GS-7 level. This can be determined by adding total qualifying experience as a percentage of the required experience and education as a percentage of the total required. The total percentage must equal 100 percent. (Transcripts must be submitted).

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: Work is mostly sedentary, but requires considerable typing, walking, speaking on the phone with individuals and in group settings, and working at a computer.
