Duties

Help

The Management Analyst will be intricately involved in performing the following duties:

  • Oversees the collection and reporting of inventory and performance information on all buildings, structures, and land to the Federal Real Property Council (FRPC), and other key internal and external stakeholders.
  • Performs detailed analysis of portfolio and asset performance.
  • Provides statistical expertise and leadership in analyzing large real property portfolio databases.
  • Oversees VA's implementation of new space standards, including development of tracking mechanisms and metrics to measure progress against established goals.
  • Develops market cost benchmarks which allow VA to compare proposed lease costs to market prices to obligate lease funds efficiently.
  • Provides financial analysis and conducting routine financial reviews and analyses (audits) of different capital programs.
  • Establishes guidelines for the continuation of owned real property assets, lease holdings, cross agency sharing, and private ventures, etc. to ensure the use of the asset is in the best interest of VA.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/20/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade, GS-12, in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include applying advanced analytical methods to evaluate capital asset or real property programs, analyzing portfolio performance data to identify trends, gaps, or investment priorities, developing metrics and reports to support management decision-making, and providing program oversight or policy guidance related to capital asset or real property portfolio management.
