Help

The Supervisory Management & Program Analyst is responsible for directing and managing the activities of the Income Verification Division requiring the assimilation of Department policy for a variety of activities. The work performed by the Division is highly technical in nature and involves implementing and operating national programs relating to financial assessments, income verification, limited benefits determinations, and revenue enhancement activities.

Major duties and responsibilities of this position include, but are not limited to:

  • Utilizes subordinate supervisors in carrying out the work of the Division;
  • Makes decisions on work problems presented by subordinate supervisors, peers, employees of the Division and management at all levels of the organization
  • Exercises significant responsibility in dealing with officials of other organizations or units, and in advising higher level management officials concerning the program directed
  • Assures reasonable equity among work sections of performance standards and rating techniques developed by subordinates
  • Evaluates subordinate supervisors and serves as the reviewing official on evaluations of non-supervisory employees rated by them
  • Makes or approves selections for subordinate supervisory and non-supervisory positions
  • Hears and resolves group grievances or serious employee complaints
  • Reviews and approves serious disciplinary actions involving non-supervisory subordinates
  • Makes decisions on non-routine, costly, or controversial training needs and requests related to employees of the unit
  • Approves expenses related to within grade increases, overtime, and employee travel
  • Recommends awards or bonuses for supervisory and non-supervisory personnel and changes in position classification, subject to approval by higher level officials, supervisors, or others
  • Develops and implements policies and procedures relating to programs, activities or functions for which the Division has responsibility.
  • Develops, maintains and monitors integrated reporting systems affecting programs through the Division
  • Forecasts and estimates program requirements and prepares programmatic reports, justifications, charts, graphs, statistical and narrative data, etc. for presentations and briefings.
  • Perform other duties as assigned
Work Schedule: Full-time, 40 hours per week, Monday through Friday, 8 hour shift between 8:00am - 4:30pm.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/20/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education s described below:

  • Develop performance standards for subordinate staff
  • Perform process improvement analysis on current business procedures
  • Create written reports detailing manpower utilization, distribution of work assignments, management controls, and similar functions of management
  • Develop long-range and short-range goals for the business unit
  • Develop issue briefs detailing process concerns of the business unit

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is sedentary in nature, although some slight physical effort may be required.

Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. Selected applicants may qualify for credit toward annual leave accrual, based on prior work experience or military service experience. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
