Duties

Help

- Starts, operates, adjusts, and stops single or multiple fuel power boilers and auxiliary, pollution control, and other equipment in a steam or high temperature water boiler plant requiring continuous attention to monitor efficiency and control formation of pollutants within environment permit limits.
- Maintains, repairs, and tests a variety of complex equipment and systems involving power boilers, single and multiple fuel power boilers, and associated auxiliary and pollution control equipment.
- Plans and lays out installation, repair, and/or modification of a variety of complex equipment and systems.
- Troubleshoots single and multiple fuel power boilers and associated auxiliary and pollution control equipment
- Utilizes established safety practices, rules, regulations, and procedures to maintain safe and clean work environment.

  • Depending on the type of position (competitive/excepted) you are selected for, you will be required to serve a 1-year probationary period OR 2-year trial period.

  • The work requires the employee to drive a motor vehicle. An appropriate, valid driver's license is required for the position.
  • Occasionally is exposed to communicable disease or infectious matter when changing filters. Certification may be required by federal, state, or local regulatory agency.
  • The physical requirements of this position as determined by the manager are: Frequently works in confined areas in and around boilers and support equipment; e.g., auxiliary and pollution control equipment.
  • Work requires moderate to strenuous physical effort and long periods of walking, kneeling, standing, climbing, bending, and crouching.
  • Frequently lifts and carries boiler parts, equipment, and chemical supplies weighing up to 50 pounds unassisted and occasionally items weighing over 50 pounds with assistance of other workers or weight handling equipment.
  • This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency
  • and continued through full resumption of all functions. IAW, DoDI 3020-42, Defense Continuity Programs
  • This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations. Incumbents of key positions must be removed from their
  • military recall status if alternative for filling of the position during an emergency are not available.” Incumbent is required to be able to obtain and maintain a SECRET security clearance.
  • This is a drug testing designated position. The incumbent is subject to random testing for drug use. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program.
  • Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
  • Incumbent of this position is subject to the possibility of a random drug test.

Qualifications

In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C.

QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-4700-General Maintenance & Operations Work Group; Utility Systems Repairing - Operating. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time.

The screen out element for this position is ability to do the work without more than normal supervision.

JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1.Knowledge of technical practices in order to perform various operational repairs and preventive maintenance on boilers, auxiliary, and pollution control equipment; and of steam or high temperature hot water boiler plant equipment including single or multiple fuel power boilers fueled by coal, oil, refuse derived fuel, wood, natural gas, or a combination of these fuels; auxiliary pollution control; and other auxiliary equipment

2. Knowledge of safety regulations, practices, and procedures

3. Skill in troubleshooting complex problems through application of prescribed test procedures and equipment

4. Skill in the use of measuring instruments such as gauges, meters, recorders, analog displays, and computer generated data to determine operational status and make necessary adjustments

5. Ability to interpret diagrams, drawings, operating manuals, or special facility procedures to be followed during emergencies, equipment failures, or system malfunctions

6. Ability to operate auxiliary equipment and pollution control equipment; to operate power boilers using computer controlled equipment that produce steam or high temperature hot water; and to perform preventive maintenance and various operational repairs

WORKING CONDITIONS:
Employee normally works indoors on concrete surfaces. Occasionally works outside for short periods. When working outside is subject to prevailing weather conditions. Works on catwalks and ladders. Employee is subject to high temperatures, high noise, rotating machinery, soot, dirt, grease, chemicals, oil, and fumes in the work area. Exposed to toxic effects of refrigerants and steam temperatures up to 115 degrees. Subject to cuts and abrasions from use of tools and equipment and burns from acids, caustics, and contact with pipes and boilers.

PHYSICAL EFFORT:

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.
