Duties

Help
  • Directing or conducting research and development activities to modernize RF telecommunications programs.
  • Developing RF systems and technical architectures in support of Command, Control, Communications, and Computers (C4) programs.
  • Formulating local policies and implementing plans for communications-electronics (CE) programs.
  • Analyzing trade-offs between system performance, cost, and timelines to guide program decisions.
  • Integrating Commercial-Off-The-Shelf (COTS) technology to ensure currency and compatibility with operational architecture.
  • Representing the unit on joint working groups to validate and prioritize communications equipment requirements at the 3-star headquarters level.
  • Briefing senior leadership and management officials on the status, requirements, and architecture of all assigned programs.
  • Preparing acquisition documents, such as Initial Capability Documents (ICD) and Capability Development Documents (CDD), to define systems requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a TOP SECRET security clearance with Special Compartmented Information (SCI).
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, employee must successfully pass a urinalysis screening prior to appointment and periodically thereafter.
  • Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
  • May require TDY travel up to 30 days CONUS and OCONUS up to 20% of the time.
  • In accordance with DoDM 8140.03 and supplemental Army guidance, the employee must obtain and maintain the following requirements for each Cyber work role:
  • (except Data, AI, and/or Software Engineering) at the assigned proficiency level: 1) Foundational qualification requirements within 9 months,
  • 2) Resident qualification requirements within 12 months, 3) 20 hours of Continuous Professional Development (CPD) per work role code (which can overlap).
  • Must obtain COR certification within 12 months of entrance on duty,

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Specialized Experience: One year of specialized experience which includes:

Assisting in the development of information technology (IT) systems and technical architectures by translating operational requirements into design specifications;
OR
Preparing program documentation, such as mission needs statements or requests for proposal, to support equipment acquisition
AND
Analyzing Radio Frequency (RF) communications equipment from commercial vendors to determine suitability for integration with existing systems;
AND
Performing system checks, maintenance, and repairs of RF equipment at or below the depot level.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
