Summary

As a Policy Branch Chief, you will ensure FedRAMP remains aligned with statutory and policy expectations for the program, including governmentwide coordination and communication, management of internal GSA business requirements, and oversight of FedRAMP delivery of statutorily required digital products. 

Location of position: This position is located in 1800 F Street NW, Washington DC.

Duties

Help

  • Provides coaching, mentoring, and sponsorship to others in the organization, tailoring approaches to the needs of the employee. Works with employees to identify and develop their strengths, helping them pursue opportunities that enhance their talents.
  • Develops position papers on IT issues, such as policy implications of new business strategies, and identifies relevant information including industry standards and practices; presents alternatives; and makes recommendations.
  • Develops, implements, and ensures compliance with plans, policies, and other software and/or security standards within the branch.
  • Works with agencies to identify strategic partnerships with high-performing authorizing agencies, cohorts of agencies with similar needs, and other initiatives to support authorization processes that help to scale the program office (i.e., FedRAMP) marketplace and enhance trust in program office authorizations.
  • Coordinates, as delegated, or contributes to coordination of cloud policy, planning, and/or other assigned or related activities within the program organization and with agency and program stakeholders (e.g., Office of Management and Budget (OMB), FedRAMP Board, FedRAMP Technical Advisory Group, Federal Secure Cloud Advisory Committee, Department of Homeland Security).

The GS-15 salary range starts at $169,279.00 per year.   

Applicants applying for the GS-15 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND one year of specialized experience equivalent to the GS-14 level in the Federal service as described below:

IT SPECIALIST COMPETENCY REQUIREMENTS:

Attention to Detail - This skill is generally demonstrated by assignments where the applicant keeps abreast of latest technology, information, research, etc., to maintain knowledge in field of expertise (for example, reads trade journals, participates in professional/technical associations, maintains credentials).
Customer Service - This skill is generally demonstrated by assignments where the applicant promotes or develops and maintains good working relationships with key individuals or groups.
Oral Communication - This skill is generally demonstrated by assignments where the applicant serves on panels, committees, or task forces as a representative for the organization on technical or professional issues.
Problem Solving - This skill is generally demonstrated by assignments where the applicant monitors current trends or events (for example, technological, economic, political, social, educational, or employment trends or events) and applies the information as appropriate.

SPECIALIZED EXPERIENCE REQUIREMENTS: 

Specialized experience is developing and implementing Federal Risk and Authorization Management Program (FedRAMP) policies such as security baselines, authorization guidance and or other policy updates. Such experience may include:

  • Collaborating with agency liaisons to incorporate feedback and Proposing Requests for Comment (RFC) to the public.
  • Working with the FedRAMP Technical Advisory Group to ensure technical accuracy.
  • Translating complex security requirements into clear guidance for consistent implementation across federal agencies and the cloud service provider community.
  • Coordinating with Office of Management and Budget (OMB), and the FedRAMP Board to obtain concurrence.
  • Leading and supervising a team to provide mentorship, support and professional development opportunities.

You will be evaluated for this job based on how well you meet the qualifications above.

A panel of Subject Matter Experts (SMEs) will review the resumes of qualified candidates and assign a score for each of the five required Knowledge, Skills, and Abilities (KSAs) based on the experience documented in the resume and narrative responses.

  1. Knowledge of stakeholder sensitivities in multi-agency environments and strategies for building teams that effectively represent GSA and FedRAMP to diverse government and industry audiences.
  2. Knowledge of IT policy frameworks, cloud computing industry practices, and strategic analysis methods to guide cross-functional teams in implementing technology decisions that align with organizations mission and objectives.
  3. Skill in coordinating program activities and communicating requirements to align organizations operations with agency and industry priorities.
  4. Knowledge of FedRAMP, OMB OFCIO operations, the FedRAMP agency liaison program, the FedRAMP Board, and the FedRAMP Technical Advisory Group.
  5. Ability to coordinate cloud policy activities for the organizations to support multiple high-level entities with other organizations and advisory committees while serving as a trusted consultant
