The United States Space Force (USSF) at Peterson SFB, Colorado Springs, CO is searching for a Program Analyst for HQ CFC C357 (NH-0343-03, GS-12/13 Equivalent).

Description:
Are you a critical thinker and want to serve as a USSF Field Command program analyst and contracting officer representative (COR)? If so, then the United States Space Force's (USSF), Headquarters Combat Forces Command (HQ CFC) is looking for you. Be part of history in the America's newest service!

Ideal Candidate:
Ideal candidate will be a leader, motivated, self-starter with the ability to comprehend a wide range of issues concerning contractor officer representative (COR) responsibilities, and space and cyberspace operations. Candidate serves as Headquarters Combat Forces Command (HQ CFC) S3/5/7 program analyst and contracting officer representative (COR) for multiple programs, manages technical contracts and vendor performance to get the right tools to the warfighter. Candidate conducts comprehensive analyses of a wide diversity of organization functions and processes. Candidate provides expert management consultation to improve mission effectiveness, resource efficiency, and resource savings. Candidate serves as focal point for coordinating planning efforts, conducting studies, and developing comprehensive analysis to provide fact-based options for executive decision making. Candidate leads command level projects, and supports programs as assigned.

Background: Experience and knowledge managing technical contracts and vendor performance as a contracting officer representative (COR), ensuring external efforts deliver tangible value at the speed of relevance. Knowledge of a wide range of principles, practices, and quantitative and qualitative evaluative techniques used in program analysis to identify, evaluate, resolve, and present issues or problems to isolate discrepancies or identify trends that impact organizational mission objectives both operationally and strategically. Knowledge of business, industrial management, contracting procedures, technical concepts, and production practices to evaluate contractor proposals and activities. Knowledge of analytical and evaluative methods and techniques as well as measurement of data to plan, schedule, and conduct projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of program operations to include adapting or developing new or modified methods. Knowledge of rapid acquisition and contract management. This requires the ability to understand and navigate federal acquisition processes.

Key Skills and Abilities:
1. Knowledge of a wide range of principles, practices, and quantitative and qualitative evaluative techniques used in program analysis to identify, evaluate, resolve, and present issues or problems to isolate discrepancies or identify trends that impact organizational mission objectives both operationally and strategically. Knowledge of business, industrial management, contracting procedures, technical concepts, and production practices to evaluate contractor proposals and activities.
2. Knowledge of analytical and evaluative methods and techniques as well as measurement of data to plan, schedule, and conduct projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of program operations to include adapting or developing new or modified methods. The candidate must have the skill to manage technical contracts and vendor performance as a contracting officer's representative (COR), ensuring external efforts deliver tangible value at the speed of relevance.
3. Knowledge of and skill in designing and conducting comprehensive studies and developing solutions to broad operational and contingency areas. Knowledge of the missions, roles, functions, organizational structures, relationships, and operational planning objectives of USSF and DoD organizations.
4. Skill in gathering, evaluating, and interpreting data sufficient to arrive at valid, supportable conclusions and to offer meaningful recommendations.
5. Skill in planning and independently managing short and long-term projects and to cultivate and sustain positive working relationships to project completion.
6. Ability to communicate both orally and in writing, clearly, concisely, and with technical accuracy. Ability to communicate effectively with tact and diplomacy to advocate command positions and build successful cross- functional teams; to explain programs, functions, and activities and gain understanding logically and effectively of the organization's efforts.

  • Must be a U.S Citizen.
  • Must be able to obtain and maintain a Top-Secret /SCI security clearance.
  • Safeguards classified or sensitive budget-related information and/or files.
  • May be required to work overtime on an unscheduled or emergency basis.
  • Eligible for situational telework only, including Emergency and OPM prescribed “Unscheduled Telework”.
  • This position will close after 5 business days or 75 applications, whichever comes first.
  • Employee may be required to perform travel by military or commercial passenger aircraft in the performance of temporary duty assignments.
  • PCS funding is authorized.
  • This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program.
  • Space and/or cyberspace operations and contracting officer's representative (COR) experience is highly desirable.
  • Subject to Temporary Duty Assignment (TDY): 15 days a year.
