Summary

The Budget Analyst for the VA Healthcare System, VISN 10 Serving Indiana, Michigan and Ohio is the budget advisor to the Facility Chief Finance Officer (CFO)/Fiscal Staff, Network Program Managers, Deputy Network CFO and Network CFO for VISN 10. The Budget Analyst is responsible for planning, developing, coordinating, defending and executing all aspects of the organizations budget requests.

Major Duties:

  • Provides expert advice, guidance, and assistance to line managers or program officials on the interpretation of budget estimates and the formulation of budget requests
  • Develops and recommends VISN-level instructions implementing basic policies to assist facility budget staff in preparing and submitting budget estimates for programs
  • Provides staff assistance in the development and maintenance of financial management and cost analysis systems; plans, develops and recommends policies; and performs evaluation and control functions in support of the financial and administrative programs across the VISN
  • Develops databases or tools that support benchmarking of data including financial data, patient populations, workload and staffing, to enhance program assessment, oversight and data review by VISN and Facility users
  • Reviews all requests for budget changes and with the concurrence of the Chief Finance Officer (CFO), provides final recommendations for VISN level reporting
  • Develops reports to meet program needs and ensures timely transmittal of the reports
  • Advises on financial data collection, statistical sampling, and data management
  • Offers solutions to operational problems in these areas of expertise, gives briefings to VISN and Facility officials and assists other staff in interpreting the data
  • Responsible for coordinating the financial and cost analysis of data, and assuring the accuracy and relevance of the reports generated
  • Reviews all requests for budget changes and with the concurrence of the CFO, provides final recommendations for VISN level reporting
  • Establishes and monitors internal control programs over financial resources
  • Provides input on the financial impact of construction plans and new equipment purchases to ensure proposals fall within the budget constraints
  • Provides finance and cost information for in-depth studies of health care resource allocation and variations in demand, supply, utilization and cost
  • Provides input and analysis to the Network CFO and Deputy Network CFO with regard to changes initiated within VA/VHA Finance
  • Works with administrative and clinical staff to define data elements and information analysis strategies
  • Advises on financial data collection, statistical sampling, and data management
  • Extracts data and prepares reports to include summary analysis of the data.
  • Recommends and monitors the implementation of program standards and criteria
  • Conducts analyses of issues that cut across programs, offices, and services including health care patterns, outcomes and costs

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/19/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide multiple SF-50s that clearly demonstrates one-year time-in-grade.
Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below:

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-11) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:

  • Knowledge and experience with mission, goals, objectives, organization, and programs of VA health care services and delivery systems
  • Knowledge or experience with VA and its financial management and resource allocation practices
  • Knowledge and experience with financial planning and management techniques and practices, especially relating to the analysis and evaluation of costs and workload statistics
  • Knowledge and experience with a a wide ranges of qualitative and quantitative evaluation methods with application to clinical management and quality oversight program areas
  • Knowledge and experience with statistics, various current software programs, and current computer systems
Preferred Experience:
  • Experience extracting data and preparing reports
  • Experience advising on financial data collection, statistical sampling, and data management
  • Experience coordinating financial and cost analysis data
  • Experience developing reports to meet program needs

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is generally sedentary and is performed at a desk or workstation. Some travel is required to visit VA Medical Centers and other facilities, and to attend various conferences.

Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
