This position is being filled under Direct Hire Authority (DHA) in accordance with USD(P&R) memo of DEC 22, 2023, Direct Hire Authority for Certain Personnel of the Department of Defense, Title 5, United States Code, Section 9905. Per 3. Covered Positions E. Table 1.

Incumbents typical work assignments may include the following:

  • Responsible for integrating financial controls within the enterprise risk framework and ensuring constant coordination across all stakeholders;
  • Provide strategic counsel based on expert analysis of audit performance to leadership;
  • Apply expert, granular knowledge of statutes and policies to ensure strict compliance and accurate reporting throughout all phases of the process and across all executing partners; and
  • Lead and coordinate all audit readiness, remediation, and sustainment activities, ensuring a unified and effective response in constant coordination with internal teams, partner agencies, and external auditors.

  • This position requires an Auditing, Advanced acquisition certification. The incumbent has 48 months to achieve this certification
  • Selectee must execute, as a condition of appointment, a written agreement to remain in Federal service in the position for at least three years

Qualifications

The Auditing Series, 05121, has Individual Occupational Requirements that must be met in addition to the specialized experience.

Basic Requirement:

A. Degree: accounting, auditing; or a degree including auditing courses in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.

OR

B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:

  1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
  2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
  3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements:

You may qualify at the NH-0511-IV level, if you fulfill the following qualification requirement:

One year of specialized experience equivalent to the NH-0511-III grade level in the Federal service (experience may have been gained in the private sector) that demonstrates knowledge and skill in financial audit readiness, responsible for integrating financial controls within the enterprise risk framework and ensuring constant coordination across all stakeholders; ability to acts as the primary advisor to the Senior Director on the financial health and audibility of the CBRND enterprise.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.

ACTIVE DUTY SERVICE MEMBERS: Federal agencies treat active duty service member as veterans, disabled veterans, and preference eligible, when they submit, as part of their application package, a "certification" of active service in lieu of a DD-214, indicating the service member is otherwise eligible and will be discharged or released within 120 days from the date of submission.. A "certification" letter should be on letterhead of the appropriate military branch of the service and contain (1) the military service dates including the expected discharge or release date; and (2) the character of service. This "certification" must include your rank, dates of active duty service, type of discharge and character of service (i.e. honorable), and date any terminal leave will begin. It must be signed by, or by direction of, the adjutant, personnel officer, or commander of your unit or higher headquarters. Active duty members that fail to provide a valid "certification" of service with their initial application will be found "not eligible". Members may be appointed before the effective date of their military retirement/separation if they are on terminal leave.

Education

Education cannot be substituted for experience. However, the Auditing Series, 0511, does have an Individual Occupational Requirement that must be met, as defined in the qualifications section, in addition to the specialized experience.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
