Duties

Help
  • You will respond to system failures caused by software and hardware deficiencies.
  • You will apply and enforce policies, procedures, and appropriate security and technical standards to ensure commonality and interoperability web services.
  • You will perform diagnostic testing and use various analysis techniques to isolate the source of the problem.
  • You will resolve hardware problems which may require replacing internal parts of servers (e.g. memory boards, hard drives, etc.).
  • You will devise and implement software to correct operating system deficiencies.
  • You will determine the nature of the problem, apply correction action and refer related problems to appropriate action officer, (e.g. contactor, communication specialist, data manager etc.).
  • You will evaluate computer hardware and software deficiencies, make recommendations to procure items necessary to correct deficiencies noted.
  • You will prepare briefings and attend conferences to present operational capabilities, limitations, and related information.
  • You will research and report matters relating to the strategic acquisition and enhancement of network equipment, computers and communications systems based upon economic analysis and technical knowledge.
  • You will assist in developing plans and schedule and/or perform the installation of new NETOC systems and infrastructure.
  • You will execute and interpret the diagnoses and resolution of system problems to maintain operational readiness and system availability for customer access.
  • You will perform monitoring and implementation of mandatory cybersecurity configurations on servers to defend and protect against unauthorized intrusion and access.
  • You will maintain configuration item information required to deliver IT services; to include their relationships.
  • You will contribute to the Risk Management Framework (RMF) authorization process of assigned systems and applications.
  • You will assist in developing and executing the schedules and performance of system backup and maintenance of assigned systems for contingency and recovery operations.
  • You will collaborate with N61/N62 to plan and execute network hardware and software upgrades and system security patch updates and notify customers in advance to minimize user down time.
  • You will evaluate future application hosting and lifecycle support options to sustain long term operations.
  • You will develop hardware and software specifications of procurements of items that will meet the defined functional requirements.
  • You will identify, isolate, and correct service degradation/interruption caused by operating system software or applications software on assigned systems both locally and remotely.
  • You will conduct in-depth systems analysis of functional requirements to determine the optimum hardware and software configurations necessary to meet user and customer needs.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites.
  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 451 level 45 within 6 months of appointment.
  • Earn and maintain appropriate credentials from the Cyber IT/CSWF Qualification Matrix (described in SECNAV M-5239.2) associated with the specialty area and level commensurate with the scope of major assigned duties for the position.
  • Participate in a continuous learning program as described in SECNAVINST 1543.2. A minimum of 40 hours of Cyber IT/CSWF related continuous learning annually documented in a current individual development plan.

Qualifications

Selective placement factor:
This position hasaselective placement factors needed in order to qualify. In accordance with SECNAV 5239.2, Appendix 4, Intermediate/Journeyman cybersecurity credential, at a minimum, this position requires:

Computing Environment Certifications: (one of the following certifications) Red Hat Certified System Administrator (RHCSA) and/or CompTIA LINUX+.

****Failure to possess this factor WILL result in an ineligible rating. Possession of the factor must be verifiable by submitting a copy of credentials and certifications****

AND

Individuals must have IT-related experience demonstrating each of the four competencies listed below:

  1. Written Communication - Conveys written information in a clear, concise, organized, and convincing manner for the intended audience, using correct English grammar, punctuation, and spelling. Expresses thoughts persuasively and uses effective modes to reinforce message retention.
  2. Oral Communication - Demonstrates ability to clearly and effectively articulate, present, and promote varied ideas and issues (to include sensitive or controversial topics) before a wide range of audiences. Makes clear and convincing oral presentations. Listens effectively; clarifies information as needed.
  3. Problem Solving - Identifies and analyzes problems; weighs relevance and accuracy of information; seeks/generates and evaluates alternative perspectives/solutions; makes timely/effective recommendations, based on potential implications of findings or conclusions. Critically evaluates to identify the causes of problems and chooses courses of action that balance the interests of the mission and stakeholders.
  4. Cybersecurity - Protect and defend information and information systems in order to ensure confidentiality, integrity, and availability. (AKA Information Assurance).
In addition to the Selective Placement Factors and The Four Competencies, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
  • Experience with automation projects, plans, needs, and issues presenting a variety of interrelated problems; to include hardware/software/system compatibility, connectivity, processing speed and quality, and variances in system architectures.
  • Experience with and knowledge of TCP/IP, HTTP, FTP and various other protocols.
  • Experience with Linux operating systems, including file structure, internal commands and processes, system management, system security, and backup and restore to operate and maintain the system.
  • Experience with automation techniques, requirements, methods, and procedures to perform system administration function within the organization.
  • Experience with and knowledge of the Internet/Intranet (Government and Commercial), to assist users in completing connectivity with the requested host.
  • Experience with all lifecycle costs and the factors that must be included when determining the cost of effectiveness of the development and introduction of new technology into systems in the inventory or new systems during the acquisition phase.
  • Experience with work that involves the planning, installation, configuration, testing, implementation, and management of the systems environment in support of the organization's IT architecture and business needs.
  • Experience administering information technology systems to ensure effective system operation.
  • Experience performing diagnostic testing and isolating source of problems with IT systems.
  • Experience resolving hardware problems (memory boards, hard drives, etc.).
  • Experience monitoring and implementing cybersecurity configurations on servers to defend and protect against unauthorized intrusion and access.
  • Experience maintaining configuration item information required to deliver IT services.
  • Experience researching to determine requirements and to select and develop a web design to service users.
  • Experience designing the structure of required databases.
