The primary purpose of this position is to perform as technician providing command and control (C2) capabilities through installation, maintenance, fault isolation, and reconstitution of fixed cable distribution systems, Local Area Networks (LAN) and Wide Area Networks (WAN). Monitors and analyzes performance of underground, buried, and internal cabling networks.

Duties

Help

- Installs, maintains, repairs, and modifies copper core and fiber optic cable systems.

- Operates and performs maintenance on tools and test equipment. Uses trade tools such as wire strippers, fiber optic, cleaves, hammer drills, torque wrenches, and duct rods.

- Installs and maintains dedicated local area network (LAN) and wide area network (WAN) media distribution systems including distribution modems, multiplexers, and premise wiring.

- Maintains communications and computer systems installation records (CSIRs), maintenance and inspection records, and technical orders.

- Recommends methods to improve test equipment, support equipment, vehicles, installation andmaintenance procedures.

Qualifications

In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C.

QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-2500, Wire Communications Equipment Installation and Maintenance Group. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time.

The screen out element for this position is ability to do the work of a COMMUNICATIONS CABLE SPLICER without more than normal supervision.

JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of electronic principles involved in the measurement of such elements as ohms, voltage, and decibels. Ability to troubleshoot copper core, fiber optic, and local area network cable systems to localize defects, and to follow voltage, current, and resistance paths.

2. Skill in isolating and checking intermediate components for correct value, and performing precise measurement of such parameters as ohms, decibels, voltages, and distances at various test points.

3.Knowledge of the make-up, operation, and use of a variety of portable or self contained test equipment used to measure ohms, decibels, voltages, and distances. Skill in using and maintaining copper core and fiber optic splicing tools such as the 890 modular splicing head, MA6 splicing kit, VS-3 hand tool, fiber optic fusion splice machine.

4.Ability to install Preformed Line Products (PLP) stainless steel splice cases in accordance to manufacturers specifications on such cables.

5.Ability to use published technical directives and equipment specifications that outline specific alignment and calibration procedures. Ability to use computer systems to document maintenance actions and update installation cabling records. Knowledge of safety regulations and procedures.

Physical Effort: Frequently lifts and carries, unassisted, items weighing up to 50 pounds. Often required to lift and carry items weighing more than 50 pounds with the help of weight handling equipment or with assistance from other workers. The work requires working in a sitting position for extended periods of time, frequent standing, walking, bending, crouching, reaching, and stooping. Physical ability to perform climbing duties and freedom from fear of heights and claustrophobia is mandatory. Some work may require the aid of magnifying lenses, eye loops, and microscopes to accomplish repairs on certain fiberoptic components. Normal color vision, as defined in AFI 48-123 is mandatory.

Working Conditions: Employee typically works in well lighted and ventilated areas. Inside and outside work subject to heat, cold, and rain. Subject to electrical shock, injuries from fall while climbing or from falling objects. Potential body, hand, or eye injuries, cuts, bruises etc. from metal conductors, parts and tools used. Required to work in confined spaces, below ground where toxic and explosive gases may exist. May be exposed to high noise levels. May be required to work on Antenna Systems at extreme heights.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
