  • You will serve as an serve as a IT Specialist (INFOSEC/CUSTSPT) in the Information Technology Department (N6), Strike Group Oceanography Team (SGOT).
  • You will perform analysis, planning, design, documentation, assessment/management of operational IT requirement documents, hardware/configuration data to align IT strategy, plans, infrastructure/systems to the organization mission goals/processes.
  • You will serve as Information Systems Security Manager responsible for all cybersecurity readiness and compliance issues within the command its subordinate activities.
  • You will conduct system security evaluations, audits, and review for SGOT Norfolk and subordinate command.
  • You will support senior senior officers with short and long-term strategic planning and execution of applicable cybersecurity program.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision
  • The incumbent may be subject to work other than normal duty hours receiving (overtime or comp time) which can include evenings, weekends, emergency, and/or holiday.
  • This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 722 Information Systems Security Manager.

Qualifications

Individuals must have IT-related experience demonstrating each of the four competencies listed below.
1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Develops detailed security incident procedures and provides training to personnel.
2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: Works with end users and others to identify, document and justify the need for specific services.
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Interfaces effectively with all levels of personnel internal and external to the organization.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Identifies and addresses cybersecurity workforce planning and management issues.

In addition to the experience demonstrating the four competencies above, individuals must have one year of specialized experience equivalent at the next lower grade level (GS-09) or pay band in the federal service or equivalent experience in the private or public sector including:

  • Experience applying IT principles, concepts, methods, practices, and interpreting DoD and DoN policies, procedures, planning, and executing cybersecurity best practices.
  • Experience in Information Technology Customer Support including initiating requests for all new seats, accounts, applications, peripherals, specialty hardware or software, or proprietary application designs, task orders and proposed Move, Add and Change(MACs).
  • Experience evaluating requests for Navy Enterprise services within authority or budgetary thresholds and recommending an optimum course of action.
  • Experience submitting accurate and complete service requests using enterprise tools.
  • Experience demonstrating effective communication both in orally and in writing.
  • Experience managing technical refresh cycles, to include asset verification, identifying and submitting requested service modifications, task order modifications, and enforcing scheduling and prioritization.

SUBSTITUTION OF EDUCATION FOR EXPERIENCE:

Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position:

Successful completion of a Ph.D. or equivalent doctoral degree
OR
Successful completion of 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree

COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combinations of education and experience may be combined to meet the total qualification requirements.

This position has been designated as a Cyber IT/Cybersecurity workforce position in specialty area code 722 and as a condition of employment, incumbent is required to comply with Department of Navy Cyber IT/CSWF program requirement of SECNAVINST M-5239.2, which includes:

Earn and maintain appropriate credentials from the Cyber IT/CSWF qualification matrix associated with the specialty area and level commensurate with the scope of duties for the position.

The incumbent must participate in a continuous learning program as described in SECNAVINST 1543 .2. A minimum of 40 hours of Cyber lT/CSWF related continuous learning annually documented in a current individual development plan signed by both the employee and supervisor.

The incumbent may be subject to work other than normal duty hours receiving (overtime or comp time) which can include evenings, weekends, emergency, and/or holiday.

This is a mission essential position that may require the employee to report to work or remain at work to perform essential functions during contingency operations, natural disasters, extreme weather conditions or other emergency situations deemed necessary by the Commanding Officer or Director.

A tentative offer of employment will be rescinded if the selectee fails to meet the pre-employment requirements, including failure to report to any of the scheduled appointments.
