SUMMARY OF DUTIES: The purpose of this position is to supervise workers directly or through subordinate leaders and/or supervisors in accomplishing the work of the function. Plans work operations of great scope, complexity, and administrative authority. Determines the sequence, priority, and time for the performance of particular operations within the limits of broad work schedules and time limits. The occupation and nonsupervisory grade level which best reflects the nature of the overall work operations supervised is Electronic Measurement Equipment Mechanic, WG-2602-11.

  • Plans use of subordinate workers, equipment, facilities, and materials on a week-to-week or month-to-month basis.
  • Investigates work related problems such as excessive costs or low productivity and determines causes.
  • Plans and establishes overall leave schedules. Determines training needs of subordinates and arranges for accomplishment.
  • Performs the nonsupervisory work of the function as needed
  • Implements regulatory safety requirements and ensures that subordinates wear appropriate safety equipment and follow pertinent safety precautions.
  • Prepares for and participates in various types of readiness evaluations, inspections, mobilization and command support exercises.
  • Performs other duties as assigned.

  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
  • Selectee will be required to wear the military uniform.

  • Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.

Qualifications

GENERAL EXPERIENCE: Experience or training which demonstrates that the candidate has the ability to organize assignments for subordinates, estimate material and manpower needed for specific jobs; able to explain manuals and work procedures; and to prepare production records, work records and reports.

SPECIALIZED EXPERIENCE: In addition to the journeyman level knowledge, must have 36 months experience which demonstrates the ability to plan, direct, and organize work assignments for lower grade personnel. Experience which required the review of work requirements and establish priorities to meet deadlines. Experience that provided knowledge of various lines of work performed by this function. Experience which demonstrates the ability to supervise or the potential to perform such duties as evidenced by the ability to communicate knowledge of general supervisory concepts, and knowledge of shop processes. Experience in adapting existing equipment and techniques to new situations.

PHYSICAL EFFORT: Frequently lifts and handles items weighing from 10 to 40 pounds and occasionally in excess of 40 pounds. Work requires sitting for extended periods of time, and frequent standing, walking, bending, reaching, and stooping.

WORKING CONDITIONS: Work is normally performed in well lighted, humidity and temperature controlled shops. There are dangers from high voltage electrical shock, RF energy, radiation exposure or contamination, burns from soldering irons, high-pressure air, high-pressure hydraulics.

MILITARY TECHNICIAN COMPATIBILITY POSITION: Prior to placement in this position, the selected applicant must be assigned to an appropriate military position and must meet the definition of a dual status technician in accordance with 32 U S C 709.

CONDITIONS OF EMPLOYMENT & NOTES:
1. Must be able to obtain and maintain the appropriate security clearance of the position.

2. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.

3. Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission.

*4. Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.

NOTES TO CANDIDATES:
a. Situations of inversion of military rank are not permitted, i.e., a military technician may not be militarily senior to his or her full-time supervisor.

b. Authorization for payment of PCS expenses may be granted only after determination is made that payment is in the best interest of the Hawaii National Guard.

c. In addition to your application, documents of last performance appraisal, past civilian performance, letter of recommendations, and or military performance may be submitted.

d. Candidates may be screened and evaluated on military attributes directly related to the compatible military position required to be assigned into, such as, but not limited to, military bearing, leadership, or ability to work with others (teamwork) in a military environment.

j. This position may involve arduous/hazardous duties. Placement is contingent upon successful completion of a medical examination or review/approval of a physical examination taken within six months.

k. Selectee may be scheduled for formal training at the Professional Education Center (PEC) within the first six months of employment. Unless there are extenuating circumstances, failure to complete National Guard Bureau prescribed courses at PEC within the first year of employment, may be cause for reassignment to other full-time positions or termination of employment.
