We’re the U.S. Department of Education (ED) Office of Inspector General (OIG). The OIG conducts audits and reviews of issues involving Federal student aid, K–12 schools, charter schools, special education, vocational education, adult education, and more. As a Financial Analyst, the incumbent will perform the following duties:

Provides technical assistance for primarily complex audit or data analysis. Also, carries out other analytic activities in connection with the Department organizations and program participants.

Frequently serves in a technical advisory role to match complex audit analyst objectives with technical solutions.

Exercises a leadership role in mentoring junior analysts.

Organize data obtained and communicate the results of the analysis conducted verbally to requestor and outside officials.

Writes clear correspondence, reports and papers.

Qualifications

BASIC REQUIREMENTS:   Applicants must meet the Basic Requirements for the position.

A.    Degree:  Undergraduate and Graduate Education: Major study -- finance, business administration, economics, accounting, insurance, engineering, mathematics, banking and credit, law, real estate operations, statistics, or other fields related to the position, such as agriculture, agricultural economics, farm, livestock or ranch management, or rural sociology.

 OR

B.    Specialized Experience: Experience such as performing financial analysis and evaluation work requiring a comprehensive knowledge of (1) corporate finance and any specialized fields of finance required such as public finance, securities, international finance, money and securities markets, investments, and banking, and (2) the financial and management structure, operations, and practices of corporate and other organizations.

In addition to meeting the Basic Requirement above, the incumbent must also meet the minimum qualification requirements below.

Minimum Qualification Requirements
You may meet the minimum qualifications for the GS-14, if you possess the specialized experience described below.

Specialized Experience for the GS-14
One year of experience in either federal or non-federal service that is equivalent to at least a GS-13 performing the following duties or work assignments:

  1. Experience utilizing a variety of audit analysis software (IDEA, ACL etc.) and must have used it on numerous audit, investigative or analysis activities.
  2. Knowledge and experience in risk assessment data modeling and developing fraud indicators.
  3. Knowledge and experience in applying ED’s Title IV programs and activities especially the post-secondary programs.

Knowledge, Skills, and Abilities (KSAs)
The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs).   1. This position requires a mastery of analytical and technical concepts, principles, and theories and a mastery of the programs, activities, and functions of the Education Department for which the position is responsible. This position also requires advanced knowledge with certain software and programming language.
  2. This position requires skill in providing administrative and technical supervision, support, training, and guidance to a staff of auditors and financial analysts on matters involving a broad range of advanced data analytical techniques and research methodologies. The position also requires the individual to provide leadership in the evaluation, assessment, and improvement of the data analysis function and management systems by mastering a wide range of qualitative and quantitative techniques.
  3. The position requires the individual to have the needed skills to organize and communicate progress for on-going assignments in an effective and efficient manner.
  4. The position requires the individual to have the needed written communication skills to summarize and communicate in written form the work performed and results of that work in an effective and efficient manner.
