Summary

The incumbent of this position serves as the Chief Technology Officer (CTO) within Technology Services (TS), Technology Support Operations (TSO) Division.  The CTO is responsible for enhancing and continuously improving the OIG information technology operational capabilities and is responsible for information technology (IT) infrastructure, maintenance, and security.

We’re the U.S. Department of Education (ED) Office of Inspector General (OIG). The OIG conducts audits and reviews of issues involving Federal student aid, K–12 schools, charter schools, special education, vocational education, adult education, and more. We conduct criminal and civil investigations into suspected fraudulent activities by schools, colleges, universities, contractors, subcontractors, school officials—any entity or individual that participates in ED programs or receives ED funding. As a Supervisory Information Technology Specialist, the incumbent will perform the following duties:

  • Ensures the proper integration of IT programs and services and develops solutions for integration/interoperability issues. Designs, develops, and manages systems to meet current and emerging business requirements, applies, extends, or optimizes existing architecture. Establishes and executes configuration management processes to develop, manage, maintain, and document OIG systems.
  • Independently spearheads and leads teams to ensure all technical, physical, and procedural security requirements for the OIG are met. Reviews current legislation, statutes, regulations, and other security information to ensure OIG systems' security aligns with current practices. Trains individuals within the OIG on emerging technologies for efficient use. Assists in IT system operations, security reviews, policy development, and providing educational lectures and briefings.
  • Develops and implements an information system operation program that assesses and addresses the effective and proper use of systems, risks, and the magnitude of harm from loss, misuse, or unauthorized access to information. Ensures that information systems used by the OIG operate securely and provide appropriate confidentiality, integrity, and availability through cost-effective management, administrative, operational, and technical controls.
  • Participates in studies and analyses and maintains knowledge of threats to information systems and data. Establishes information assurance objectives, operational processes, and appropriate counter-measures to defend OIG systems and data against identified threats. Develops, implements, oversees, and monitors IT security strategies, plans, policies, agreements, standards, practices, and security management programs to ensure OIG system and data compliance with statutes such as the Federal Information Security Management Act, and with Office of Management and Budget (OMB), departmental, and OIG regulations and guidelines.

Qualifications

Basic Experience Requirements

You must possess IT related experience (paid or unpaid experience and/or completion of specific, intensive training (e.g., IT certification), as appropriate) demonstrating each of the four competencies listed below.

  1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  2. Customer Service - Works with clients and customers (i.e., any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  3. Oral Communication - Expresses information (e.g., ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (e.g., technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

Minimum Qualification Requirements

You may meet the minimum qualifications for the GS-15 if you possess the specialized experience.

Specialized Experience for the GS-15:

One year of specialized experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.  To be creditable, specialized experience must have been equivalent to the GS-14 level in the Federal government. 

One year of experience equivalent to the GS-14 performing all three (3) of the following duties or work assignments:

  1. Expert experience in ensuring information systems operate in a secure manner and ensuring appropriate confidentiality, integrity and availability through the use of cost-effective management, administrative, operational, and technical controls.    
  2. Expert experience in applying new developments to previously unsolvable infrastructure, cloud computing or security problems; making decisions or recommendations that significantly influence important Information Assurance policies and programs.
  3. Expert experience in applying project management principles, methods, and practices, including creating dashboards, developing plans and schedules, estimating resource requirements, defining milestones and deliverables, monitoring activities, and evaluating and reporting on accomplishments.

Knowledge, Skills, and Abilities (KSAs):
The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs).   1. Mastery and skill in applying knowledge of OIG organizations, missions, functions, and major issues, as well as the Office of Management and Budget (OMB) Circular A-130 Appendix III (Cybersecurity of Federal Automated Information Systems), Federal Information Security Act (FISMA), OMB Circular A-123 (Internal Control Systems), OMB Memorandum M-14-03, National Institutes of Standards (NIST) IT security policies, procedures, guidance, and schedules. Knowledge also includes OMB, DHS, NIST, North American Electric Reliability Corporation (NERC) Critical Infrastructure Protection standards (CIP), related laws, executive orders, and applicable federal laws and Department of Education regulations and mandatory guidelines.
  2. Mastery in assessing the security of operating systems, including installation, configuration, system updates, and fixes. Expert knowledge in all security aspects related to network equipment, including VPN routers, switches, bridges, servers, transmission media, and related hardware. Perform routine network configuration management functions.
  3. Mastery of the Microsoft Cloud Computing environment. Expert-level and comprehensive knowledge of a wide variety of activities related to cloud computing and automation. Expert knowledge of Zero Trust Architecture. IT network infrastructure for operational continuity, including mid-tier servers, local area networks (LAN), and wide area networks (WAN). Mastery in defining network security requirements to implement and support network security applications.
  4. Mastery of advanced IT principles, concepts, methods, standards, and practices is required to handle tasks such as developing and interpreting policies, procedures, and strategies for service planning and delivery within the agency. Responsibilities include providing expert technical advice and recommendations on critical IT issues, applying new developments to previously unsolved problems, and making decisions or recommendations that significantly influence important agency IT policies or programs.

Education cannot be substituted for experience for this position and grade level.
