Help
  • Provides authoritative advice and guidance on developing and writing audit guides and developing and documenting audit findings in accordance with the Generally Accepted Government Auditing Standards (GAGAS).
  • Leads audits of GPO programs, operations, and activities with limited oversight.
  • Leads in the development of survey and audit plans which define audit objectives, background information, data collection, sampling plan and analysis techniques and methods in accordance with the GAGAS and Audit Policies and Procedures Handbook.
  • Integrates and consolidates analyses and written summaries of others to develop draft findings and complete draft products.
  • Presents results in an audit report and influences approval and implementation of OIG recommendations.

  • TIME-IN-GRADE REQUIREMENTS: Applicants must meet time-in-grade requirements to be considered eligible. Applicants must have served 1 year at the next lower grade level (PG-12) or equivalent grade level of federal service to qualify.

Qualifications

To qualify for the Auditor, PG-0511-13, you must meet the following requirements:

Individual Occupational Requirement (IOR)/Basic Requirement:

Degree: A bachelor's (or higher) degree in auditing; or a degree in a related field such as business administration, finance, public administration or accounting.

-OR-

Combination of education and experience: Must include at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following:
1. A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination; or
2. Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours.

In addition to meeting the IOR/Basic Requirement, applicants must have at least one (1) year of specialized experience equivalent to the PG-12 grade level in the Federal service. Specialized experience includes: (1) Leading audits, including documenting and reporting audit findings in accordance with Generally Accepted Government Auditing Standards (GAGAS); and (2) Providing authoritative guidance in the development and writing of audit guides and reports.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education in lieu of specialized experience may not be used for this grade level.

Background Investigation for a Secret Clearance
To ensure the accomplishment of its mission, the GPO requires every employee to be reliable and trustworthy; this position requires a Secret clearance. To meet those standards, all selected applicants must undergo and successfully completed a background investigation for a Secret clearance. This review could include financial issues such as delinquency in the payment of debts, child support and/or tax obligations, as well as certain criminal offenses and illegal use or possession of drugs; this security process may take between 6 weeks to 12 months.

GPO will conduct an interim security clearance, pending the completion of the full investigative requirements for the final Secret clearance. The interim security clearance will be granted based on the favorable completion of preliminary checks that are accomplished as part of the security clearance process. The Agency may rescind the tentative offer if the candidate is unable to obtain an interim clearance.

Schedule A (Disability Appointment)
