Summary

This position serves as the Deputy Director, Manpower Management Service (MMS). The Deputy Director provides direction, leadership, and independent analyses/advice to senior-level officials on all VA programs, organizational structure, position management, and staffing requirements matters. Incumbent is responsible for the oversight and implementation of the VA's Manpower Management Program (MMP) and the supervision of personnel assigned to the MMS.

Duties

Help

Duties include but not limited to:

  • Develop and implement enterprise-wide policy and process for organizational structure change requests.
  • Provide advisory services on issues associated with the development and utilization of talent management.
  • Work with administrations and staff offices to resolve data quality issues related to positions, payroll and organizational structure.
  • Coordinate with Human Resource Office (HRO) to ensure position or organizational changes comply with VA classification policies.
  • Develop, publish, and oversee policies and processes related to HR Smart position or organization management and requirements determination.
  • Develop, validate, and manage analytic tools to provide workload-based staffing requirements in support of workforce planning and budget submission/planning.
  • Ensure that each staff office serviced by VA MMS has a minimum of one monthly coordination meeting to address issues with payroll accounts, position management and organizational efficiency.
  • Collaborate with the Center for Enterprise Human Resource Information to ensure the accuracy of legacy HR Smart accounting and organizational data elements until they are no longer needed for payroll purposes.
  • Develop and implement an enterprise-wide audit tool to monitor compliance with manpower management policies and processes and ensure the budgeted and active positions reflect current budget operating plan targets.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/16/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-15 position you must have served 52 weeks at the GS-14. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. See the Required Document section below for more information regarding the SF-50s needed to verify time-in-grade. You may qualify based on your experience as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-14 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include: Conducting policy reviews to evaluate the effectiveness of current policies and practices and/or develop proposals to change policy within one or more specialized HR fields Applying a wide range of Manpower and personnel principles, civilian and military concepts and practices, and seasoned consultative skills sufficient to provide staff-level advice to offices. Coordinating high-level meetings, conferences, and/or multi-organizational activities to ensure multiple departments, agencies, or organizations receive applicable official guidance from the leadership. Understanding the legislative process in determining Federal agency budgets and impacts to organizational structure and personnel ceilings. Supervisory experience as a Federal civilian or senior military official commensurate with the GS-15 level, including competencies in team building, task management, project development and oversight, and performance management.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Supervisory Situational Judgement Test.
Applicants will be required to complete a Supervisory Situational Judgment Test (SSJT) as part of the assessment process for this position. The SSJT evaluates judgment, decision-making, and leadership competencies associated with effective supervision in a Federal work environment. Assessment results may be used as part of the evaluation, ranking and referral process. This is not a timed test, however, the assessment is expected to take approximately 45 minutes or less to complete.
