Summary

The Fleet Manager is responsible for planning, coordinating, and directing the work operations for the fleet vehicles at the Richard L. Roudebush, VAMC facility in Indianapolis, IN. This position is located in the Fiscal Service and functions as on-site expert in fleet management. Incumbent is responsible for instructing individuals in the safe operation and maintenance on assigned vehicles, and appropriate procedures to follow in the case of an accident or other emergency situation

Help

The coordination of transportation function is multi-faceted and diverse.
(1) requires knowledge of basic and well-established transportation procedures related to routine and repetitive aspects of transportation support work. (2) requires knowledge of a body of standardized transportation regulations, procedures, and operations related to one or more transportation support functions.
(3) requires knowledge and application of an extensive body of transportation regulations, methods, and practices to perform a wide variety of interrelated or non-standard transportation support assignments and resolve a wide range of problems.

Major duties include but are not limited to:

  • Developing and managing operating budgets which entails providing input and data for budget creation as well as managing the operation and procurement of the received budget.
  • Handles budget allocations and procurement, final decisions are made by the supervisor.
  • Responsible for initiating commercial job orders, and processing billing adjustments for internal and external customer agencies.
  • Regularly reviews budget activity, identifies trends or anomalies such as multiple large repairs, and communicates potential impacts to leadership.
  • Monitors vehicle operating costs, analyzes utilization data, and recommends changes to fleet composition to ensure optimal performance and cost-efficiency.
  • Reconciles charges, participates in Fiscal audits, initiate procurement actions, and maintains comprehensive documentation of vehicle histories from acquisition through disposal.
  • Communicates fleet policies and procedures to all employees who operate or manage vehicles, evaluates the need for service agreements with vendors, administers contracts for fuel delivery, global positioning system tracking, and vehicle maintenance, inspects commercial maintenance providers, manages vehicle modifications and accident repairs, and determines when repairs are uneconomical.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/23/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.


You may qualify based on your experience and/or education as described below:

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization.

Examples of specialized experience: Specialized experience is defined as experience which equipped you with the knowledge, skills, and abilities required to perform successfully the duties of the Transportation Assistant (Fleet Manager), and that is typically in or related to the work of the position. Examples of specialized experience would typically include, but are not limited to: Advanced knowledge of fleet management, including budgeting, procurement, maintenance, regulatory compliance, and contract administration; demonstrate analytical skills, sound judgment, and apply complex regulations; have advanced knowledge in effort to conduct training, lead meetings, and communicate effectively with diverse audiences.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is primarily sedentary but includes walking, standing, bending, and lifting items such as supplies and vehicle parts. The incumbent may also be required to drive a vehicle and travel to off-site locations.

Working Conditions: Duties will be predominantly performed in the Veteran Transportation Service program office with intermittent trips to various locations throughout the Medical Center's catchment area both in and near patient care areas where there may be risk of exposure to disease.
