Help

The Deputy Inspector General for Audit Services, as member of the OIG Senior Executive team, provides executive direction to the largest civilian audit agency in the executive branch of the Federal Government and oversees close to 500 auditors, analysts, and other professional and technical staff.

The Office of Audit Services (OAS) examines the performance of HHS programs and/or HHS grantees and contractors in implementing their responsibilities and provides independent audits of HHS programs and operations. These audits help reduce waste, abuse, and mismanagement and promote economy and efficiency throughout HHS. OAS conducts audits using its own resources and oversees audit work done by others. OIG audits internal HHS groups/offices, and external entities such as state and local governments and individuals and facilities in private industry associated with HHS programs (for example, physician offices, hospitals, etc.). Work is conducted in accordance with Government Auditing Standards issued by the Comptroller General of the United States; the Single Audit Act Amendments of 1996; applicable Office of Management and Budget circulars; and other legal, regulatory, and administrative requirements.

As the senior Office of Audit Services executive, you will oversee and lead a complex audit program responsible for independent audits of HHS programs and/or HHS grantees and contractors. These audits examine the performance of HHS programs and/or grantees in carrying out their responsibilities and provide independent assessments of HHS programs and operations, including but not limited to:
- Medicare Audits
- Medicaid Audits
- Administration for Children and Families Audits
- National Institutes of Health Audits
- Food and Drug Administration Audits
- Centers for Disease Control Audits
- Indian Health Service Audits
- Financial Statements
- Cybersecurity and Health Information Technology Audits
- Forensic Auditing

In carrying out these responsibilities, you will provide executive leadership, strategic vision and direction to the staff of the Office of Audit Services, which consists of five Assistant Inspectors General for Audit (SES positions) and their staff, who carry out activities in their assigned portfolio.
As principal auditor, you will:
  • Plan, direct and control audits of HHS programs; report to the Inspector General on the effectiveness of these audits; and expedite regular and special reports to the IG, Secretary and the Congress of an evaluative nature, together with any necessary program proposals needing higher level approval for audit program improvements.
  • Represent the OIG on audit issues before Congressional committees, members of Congress and their staffs, media and at the request of the IG, present testimony on audit issues.
  • Develop adequate statements of audit goals with the necessary resource requirements as guides for the Inspector General and the Secretary for budgetary hearings and Congressional committees. In addition, serve as an expert witness on program objectives, accomplishments and requirements at budget hearings before Congressional committees.
  • Contribute to the OIG strategic plan by providing the Office of Audit Services with the required vision and leadership necessary to continue to improve OIG processes, policies and procedures to achieve more effectiveness and efficiency.
  • Exercise total responsibility for: (i) planning, coordination, and control of all HHS audits; (ii) overseeing the establishment of appropriate standards, criteria, and plans for the scope and frequency of audits; and (iii) analyzing and recommending options for future OAS policy, regulatory, and legislative initiatives.
  • Serve as the official, technical and programmatic OIG liaison with all agencies, public and private, having a coordinative relationship with HHS audit activity such as Office of Management and Budget, Government Accountability Office (GAO), state and local governments and various national professional groups.
  • Work under the policy guides established by the Congress, the Secretary and the Inspector General but technical guidance is residual only within applicable statutes, the courts and the GAO. Additionally, represent the Inspector General and Principal Deputy Inspector General directly in fostering optimum public relationships with all concerned in OIG audits.

  • One-year SES probationary period for initial SES appointment is required.
  • Must file a Public Financial Disclosure Report (SF-278e) within 30 days of appointment and annually from then on.
  • This position requires a Top-Secret clearance. Will be subject to pre-employment and random drug tests.

  • All initial appointments to an SES position are contingent on approval from OPM's Qualifications Review Board unless the selectee has successfully participated in an OPM approved SES Candidate Development Program.

As a basic requirement for entry into the Senior Executive Service (SES), you must show in your resume evidence of progressively responsible leadership experience that is indicative of senior executive level management capability and that is directly related to the skills and abilities outlined under the Technical Qualifications and Executive Core Qualifications listed below.

To meet the minimum qualification requirements of this position you must show that you possess the Executive Core Qualifications (ECQ) and Technical Qualifications (TQ) related to this position within your resume - NOT TO EXCEED 2 PAGES. Resumes over the 2-page limit will not be reviewed beyond page 2 or may be disqualified. Your resume should include examples of experience, education and accomplishments applicable to the qualification(s). If your resume does not reflect demonstrated evidence of these qualifications, you may not receive consideration for the position.

There is NO requirement to prepare a narrative statement specifically addressing the Executive Core Qualifications (ECQs) or the mandatory Technical Qualifications (TQs).

Technical Qualifications (TQs) -- Mandatory; Your resume (not to exceed 2 pages) should demonstrate accomplishments that would satisfy the following TQs. (Do not submit a separate narrative addressing the TQs):

  • TQ 1: Demonstrated executive level experience directing and managing a large audit staff assigned to a Headquarters and field units with responsibilities for conducting financial, program, compliance, performance, and economy and efficiency audits for a large multi-level organization.
  • TQ 2: Demonstrated experience simultaneously managing multiple complex audits utilizing Government Auditing Standards.
  • TQ 3: Demonstrated experience with consensus (team) building in planning, conducting, and presenting audit findings, including interacting with high-level officials in Congress, agencies, and stakeholder support for, and implementation of recommendations.
Desired Qualifications (not mandatory): include professional certifications (e.g. CPA. CIA, CFE. CGFM) as well as advanced academic credentials (e.g. MBA, PhD).

Executive Core Qualifications (ECQs) -- Mandatory; In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. If your 2-page resume does not reflect demonstrated evidence of the ECQs and TQs, you may not receive further consideration for the position.

There are five ECQs:
  • ECQ 1: Commitment to the Rule of Law and the Principles of the American Founding: This core qualification requires a demonstrated knowledge of the American system of government, commitment to uphold the Constitution and the rule of law, and commitment to serve the American people.
  • ECQ 2: Driving Efficiency: This core qualification involves the demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades.
  • ECQ 3: Merit and Competence: This core qualification involves the demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality.
  • ECQ 4: Leading People: This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable.
  • ECQ 5: Achieving Results: This core qualification involves the demonstrated ability to achieve both the individual and organizational results, and to align results to stated goals from superiors.
Note: If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs. Instead, you should attach proof (e.g., SF-50, Certification by OPM's SES Qualifications Review Board (QRB)) of your eligibility for noncompetitive appointment to the SES.

Security and Background Requirements: A background security investigation will be required for all appointees. Appointment will be subject to the applicant's successful completion of a background security investigation and favorable adjudication. Failure to successfully meet these requirements may be grounds for appropriate personnel action. In addition, if hired, a background security reinvestigation or supplemental investigation may be required at a later time. Mobility: Organizational and geographical mobility is essential in developing and managing SES leaders. Individuals selected for SES positions may be subject to reassignment across geographic, organizational, and functional lines and may be required to sign a Reassignment Rights and Obligation Agreement.

Relocation: Travel, transportation and relocation expenses may be authorized subject to funds availability and the agency's determination that it would be in the best interest of the Government to authorize such payments as allowed by regulation. If relocation expenses are paid, you may be required to sign a service agreement. Failure to fulfill the service agreement may require repayment of relocation expense allowances.

Political Appointment: The Office of Personnel Management (OPM) must authorize any employment offers made to current or former (within the last 5 years) political appointees.
