In order to be eligible for this position you must currently be an Enlisted Member (E1/PV1 - E9/SGM), a Warrant Officer (W1/WO1-W5/CW5), a Commissioned Officer (O1/2LT - O4/MAJ) in the Virginia Army National Guard or Not Currently in the Virginia Army National Guard but you are Eligible to join at one of those Military Ranks.

Duties

As a Traffic Management Specialist (Title 32), GS-2130-9, you will perform the below duties:

  1. Supports the DMC with the planning and execution of unit movements, and management of military convoys for all services moving within or passing through the state. Provides technical assistance to the DMC with coordination of peacetime and mobilization movements of units using military transportation assets. Assists with the preparation, maintenance, and execution of training and contingency movement plans for mobilization, homeland security and deployment of ARNG units located within the state. Ensures that all requirements necessary to execute the plans have been identified and coordinated.
  2. Provides assistance in reviewing and validating Unit Movement Plans (UMP) and Unit Movement Data (UMD) prior to submission to Forces Command (FORSCOM). Provides training and assistance to units and activities in the preparation and data entry of associated current federal operating systems and may be required to serve as a Functional Manager for assigned systems.
  3. Coordinates with the various State Departments of Transportation (DOT) to determine highway availability, restrictions, and permit requirements. Processes requests for use of the Strategic and State Highway Network within the state. Obtains and issues approved permits. Coordinates movements directly with local, state, and federal agencies. Receives, reviews and processes requests for convoy clearance using the Mobilization Movement Control System (MOBCON) and issues Convoy Movement Orders (CMO) which provides assigned routes and scheduled movement times to convoy commanders.
  4. Provides official estimates of post mobilization transportation capabilities and requirements and disseminates information to appropriate military commands. Plans, coordinates, and participates in the highway movement portion of exercises involving military, civil defense, state or local echelons of government, in practice alerts, command post exercises, field training exercises and emergency operations simulations. Observes testing of unit load plans. Conducts the transportation portions of mobilization exercises. Makes recommendations for correction of noted deficiencies to the DMC and recommends changes.
  5. Collects, evaluates, and monitors information necessary to modify the Strategic and State Highway Network Database to meet DOD movement requirements.
  6. Reviews records on the location and type of military, state, and federal transportation assets within the state. Advises the DMC on operational employment of transportation assets during emergencies, alerts, and mobilization. Recommends changes in distribution of equipment to support contingency operations.
  7. Represents the DMC as the alternate representative to the State Emergency Highway Traffic Regulation (EHTR) Center when activated. Assists with the organization, supervision, and operation of the State Movement Control Center (SMCC). Monitors movements of military units, resolves conflicts, receives and forwards movement reports. Coordinates changes to priorities and revises pre-planned movement schedules.
  8. Assists the DMC in day-to-day management of the General Services Administration (GSA) Vehicle Fleet as well as assigned Transportation Motor Pool (TMP) assets. Reviews monthly billing for vehicles leased through the GSA program, reconciles billing statement and processes for payment. Assists the DMC and provides input in the formulation of the GSA Vehicle Fleet budget.
  9. Assists the DMC in maintaining, inspecting, and verifying serviceability of Army containers. Inspects container and submits maintenance report to the Container Control Officer (CCO) for entry into the Army Container Asset Management System (ACAMS). Coordinates with the CCO at the USPFO to ensure property book accountability and movement of containers. Reviews International Organization (ISO) and storage container requests prior to submission to Army Intermodal & Distribution Platform Management Office (AIDPMO).
  10. Presents instruction and assists in training Intermediate Command Unit Movement Officers (ICĀ­UMO's) and Unit Movement Officers.
  11. Conducts visits to active and reserve component installations to coordinate mobilizations, annual trainings, and unit load plans.
  12. Accomplishes the full spectrum of support for state and Federal National Guard operations, training, readiness missions, natural disasters, and Homeland Defense/Defense Support of Civil Authorities (HLD/DSCA).
  13. Performs other duties as assigned.

GROUP II - All qualified Virginia Army National Guard Male/Female Enlisted Member (E1/PV1 - E9/SGM), a Warrant Officer (W1/WO1-W5/CW5), a Commissioned Officer (O1/2LT - O4/MAJ), or a Commissioned Officer (O1/2LT - O5/LTC), regardless of employment status (Traditional, Military Technician or AGR). To be considered as a Group II applicant, proof of appointment/enlistment in the Virginia National Guard must be attached if the appointment/enlistment occurred within 60 days prior to, or during, the advertisement period.

GENERAL EXPERIENCE: Applicant must have experience supporting with the planning and preparation of unit movement plans and management of military convoy operations.

SPECIALIZED EXPERIENCE: Applicant must have at least 12 months of specialized experience, equivalent to at least the GS-7 level, or equivalent pay band in other pay systems in the Federal government. This experience may also have been obtained in the private sector but must demonstrate that it is comparable to the GS grade indicated. This experience must include activities such as:

  1. Experience supporting with the planning and execution of unit movements, and management of military convoys for all services moving within or passing through the state.
  2. Experience providing assistance in reviewing and validating Unit Movement Plans (UMP) and Unit Movement Data (UMD).
  3. Experience coordinating with the various State Departments of Transportation (DOT) to determine highway availability, restrictions, and permit requirements.
  4. Experience providing official estimates of post mobilization transportation capabilities and requirements and disseminates information to appropriate military commands.

General Experience (for GS-5 positions): Experience that provided a general knowledge and under-standing of traffic or transportation programs or operations.

Specialized Experience (for positions above GS-5): Examples of qualifying specialized experience include:

  • Managing or participating in managing a transportation or traffic program involving (1) operating a transport or traffic system to move passengers or commodities of an organization when there is accountability for operating costs, (2) operating a transportation system to provide common carrier types of services to shippers, and (3) procuring common or other carriers and other transportation services to move an organization's personnel, freight, and/or other commodities.
  • Conducting or participating in conducting surveys and studies of the traffic management function, operating methods, procedures, and performance.
  • Making presentations on traffic matters before Federal, State, or local regulatory bodies.
  • Performing loss and damage prevention work when this included responsibilities such as policy and procedures formulation and studies of traffic operations and services.
  • Negotiating with carriers and/or regulatory bodies on questions of rates, transit privileges and charges, special services and charges thereof, and classification of commodities.
  • Providing advisory service involving commodity analysis from the transportation standpoint.

Possession of a certificate as Certified Member, American Society of Transportation and Logistics meets the requirements for GS-5. Persons with such certificates may also qualify for higher grade levels based on their education and/or experience.
