Duties

Help
  • Works with livestock producers, industry representatives, and Approved Insurance Providers to enhance the livestock insurance program through the creation of actuarially sound risk management tools and livestock insurance products.
  • Conducts comprehensive engagement with livestock stakeholders to formulate actionable recommendations for consideration and implementation by the Administration.
  • Engages directly with farmers and ranchers to promote understanding, adoption, and enhancement of livestock insurance options, ensuring the program remains responsive, effective, and aligned with producer requirements.
  • Performs the communication and coordination required to develop/revise national policies, handbooks, and procedures governing the Federal livestock insurance program.
  • Prioritizes and oversees research, development, and modification of livestock insurance products with a focus on ensuring the products to be implemented are viable, marketable, and financially sustainable.
  • Responsible for managing growth, expansion, and refinements to livestock programs within a tight operational budget and for allocating limited livestock program resources across competing interests.
  • Identifies and assesses the needs of livestock producers through conducting comprehensive research and analysis to determine the feasibility of developing new or revising existing livestock insurance products.
  • Develops priorities for the livestock program maintenance and expansion through detailed evaluation of national trends, consumer requests, and other indicators of livestock production activity.

Qualifications

Time-in-Grade Requirement: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. You must meet this requirement by the closing date of this announcement.

Specialized Experience Requirement
For the GS-14 grade level: You must have one year of specialized experience equivalent to the GS-13 grade level in Federal service or comparable experience not gained through Federal service. Specialized experience is defined as:
(1) Working as a senior technical authority for the development, evaluation, and administration of livestock insurance programs within a Federal risk management framework.
(2) Providing authoritative interpretations of complex legislative and regulatory guidance, leading the formulation of national policies, procedures, and guidelines, and coordinating with stakeholders, private industry partners, and research institutions regarding Federal livestock insurance programs; and
(3) Evaluating research trends or projects affecting the development of risk management tools applicable to Federal livestock insurance programs.

Selectee must be able to obtain and maintain a security clearance. If selected, you will be subject to a National Agency Check and Inquiry (NACI) and a credit report.
