Summary

This position is assigned to the Non-appropriated Fund Chief Information Officer, NAF Systems Division; Commander, Navy Installation Command, Millington, TN. The incumbent is responsible for leading the evaluation, analysis, configuration, and delivery of network or system administration for enterprise applications across CNIC NAF operations. The position ensures network connectivity, system operational readiness, and user support in accordance with Navy policy for NAF employees and customers.

Network Management and/or System/Server Administration duties include but are not limited to:

  • Conducts functional and connectivity testing to ensure continuing operability
  • Oversees or designs group policies and access control lists to ensure compatibility with organizational standards, business rules, and needs
  • Develops and documents systems administration standard operating procedures
  • Maintains baseline system security according to organizational policies
  • Oversees or manages accounts, network rights, and access to systems and equipment
  • Plans, executes, and verifies data redundancy and system recovery procedures
  • Provides ongoing optimization and problem-solving support
  • Oversees or conducts the installation, updating, and troubleshooting systems/servers
  • Checks system hardware availability, functionality, integrity, and efficiency
  • Oversees or conducts the periodic system maintenance including cleaning (both physically and electronically), disk checks, routine reboots, data dumps, and testing
  • Complies with organization systems administration standard operating procedures
  • Implements and enforces local network usage policies and procedures
  • Manages system/server resources including performance, capacity, availability, serviceability, and recoverability
  • Monitors and maintain system/server configuration
  • Oversees installation, implementation, configuration, and support of system components
  • Diagnoses faulty system/server hardware
  • Oversees or performs repairs on faulty system/server hardware
  • Troubleshoots hardware/software interface and interoperability problems, including complex system issues in cooperation with other staff and vendors
  • Configures and optimizes network equipment (e.g., higher-level protocols, tunneling)
  • Develops and implement network backup and recovery procedures
  • Diagnoses network connectivity problems
  • Implements new system design procedures, test procedures, and quality standards
  • Oversees or conducts the installation and maintenance network infrastructure device operating system software (e.g., NX-OS, IOS, firmware)
  • Oversees or conducts the installation or replacement of network equipment
  • Oversees or conducts the integration of new systems into existing network architecture
  • Monitors network capacity and performance
  • Oversees or conducts the patching of network vulnerabilities to ensure that information is safeguarded against outside parties
  • Provides feedback on network requirements, including network architecture and infrastructure
  • Tests and maintains network infrastructure including software and hardware devices
  • Configures systems (hardware and software) to meet operational needs
  • Evaluates system performance and recommends enhancements to improve efficiency, accuracy, data integrity, and customer experience.
  • Researches and documents operational processes, identifying gaps and recommending technological solutions and process improvements.
  • Develops and maintains configuration standards, documentation, and knowledgebase entries for assigned systems.
  • Provides subject matter expertise on assigned system capabilities, limitations, and integration points and best practices.
  • Coordinates with stakeholders to ensure system changes align with operational requirements, business objectives, and compliance standards.
  • Participates in planning and delivery of training for target user groups on system functionality, updates, and reporting capabilities.
  • Ensures rigorous application of information security and data privacy policies in system configuration, maintenance, and support activities.
  • Manages special projects related to new system deployments, upgrades, integrations, and data migrations.
Supervisory Duties include but are not limited to:
  • Provides administrative and technical supervision (including hiring, discipline, evaluation, and training) for up to eight IT Specialists, NF-2210-04, assigned to the section
  • Reviews and approves leave requests.
  • Develops section goals and staff responsibilities
  • Assigns work based on priorities, complexity, and staff capabilities
  • Directs staff who provide system analysis, configuration, and support for assigned systems
  • Develops and executes staffing plans and contractor requirements
  • Reviews and accepts, amends, or rejects work performed by subordinates
  • Provides performance ratings, approves awards, and takes corrective actions when necessary
  • Communicates assignments, milestones, and deadlines to the team provides status updates on the same to supervisor
  • Counsels employees on behavior and initiates disciplinary actions if required

  • Must earn and maintain appropriate foundational and residential qualifications from the DoD Cyber Workforce Qualification Matrix (described in DODM 8140 and https://cyber.mil/wid/cwmp/qualifications-matrices/ ) within (9) months.
  • Must participate in a continuous learning program as described in DODM 8140. A minimum of 20 hours of Cyber Workforce related continuous professional development annually or what is required to maintain certification, whichever is greater.
  • Must have or be able to obtain and maintain clearance for a Tier 5 (T5R (71)) Investigation Non-Sensitive National Security Sensitivity designation and Moderate Risk designation.

Qualifications

A qualified candidate possesses the following:

  • Five or more years of progressively responsible specialized experience with network and systems administration in support of enterprise-level IT environments.
  • Mastery of information technology (IT) security principles and methods (e.g., firewalls, demilitarized zones, encryption), including symmetric key rotation techniques and concepts.
  • Mastery of local area and wide area networking principles and concepts, including bandwidth management, different types of network communication (e.g., LAN, WAN, SD-WAN), and Wi-Fi.
  • Mastery of measures or indicators of system performance and availability.
  • Mastery of performance tuning tools and techniques.
  • Mastery of server and client operating systems.
  • Mastery of systems administration concepts.
  • Mastery of the enterprise information technology (IT) architecture.
  • Mastery of the type and frequency of routine hardware maintenance.

  • Knowledge of a broad variety of electronic devices (e.g., desktops, laptops, tablets, access control devices, digital scanners, barcode readers, networking components, printers, mobile phones, etc.).
  • Knowledge of system administration concepts for operating systems such as but not limited to Linux, iOS, Android, and Windows operating systems.
  • Knowledge of organizational security policies.
  • Knowledge of Personally Identifiable Information (PII), Personal Health Information (PHI), and Payment Card Industry (PCI) data security standards.
  • Knowledge of system architecture methodologies, infrastructure design, system integration, contingency planning, and system life cycle management.
  • Knowledge of DOD and DON cybersecurity policies.
  • Skill in configuring and optimizing software, including utilizing software-based computer protection tools (e.g., software firewalls, antivirus software, anti-spyware).
