Position to be filled at NH-04, Pay Lane 3. Salary range reflects General Schedule Rest of U.S. pay. Locality pay will be determined upon selection.

Duties

Help
  • Serve as a principal advisor to the Chief Learning Officer on human capital management, developmental programs, curriculum, and policy.
  • Provide leadership for managing and integrating agency-wide workforce professional development programs.
  • Supervise a staff of senior specialists, managing all personnel actions including performance appraisals, hiring, workload distribution, and disciplinary measures.
  • Provide input to the planning, direction, and execution of the Human Capital training budget for the entire Agency.
  • Develop and implement tactical procedures, operating plans, and policies derived from DCMA, DoD, and OPM regulations to achieve Human Capital goals.
  • Hold final responsibility for the Division's work products, including reviewing and approving all analyses and reports before distribution to the Chief Learning Officer.
  • Represent the organization and maintain liaison with key external partners such as the Department of Army, OPM, and the Defense Acquisition University (DAU).

Qualifications

To qualify for a Supervisory Workforce Development Program Manager your resume and supporting documentation must support:

A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the NH-04 level, applicants must possess one year of specialized experience equivalent to the NH-03 or GS-13 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including, time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:

  • Providing guidance, share knowledge, and foster development in others as it pertains to human capital management.
  • Converting high-level strategic goals into tangible and actionable programs, policies, and procedures for the organization.
  • Reviewing and analyzing products from diverse and complex areas (e.g., succession planning, Financial/Performance Management Reviews, workload models) to form integrated recommendations.
  • Leading, defining, and integrating the efforts of multiple teams on challenging and highly complex projects, with the ability to assume ownership of processes and products.
  • Presenting organizational briefings to convey strategic vision, preparing and approving major reports for external distribution, and resolving diverse or controversial viewpoints among stakeholders.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
