The selectee can work from their current duty location, and there is no requirement to relocate or change their current assigned duty station.

This position is responsible for establishing, using and ensures implementation of the latest technology tools for reporting and analyzing data from a variety of data sources.

Duties include, but may not be limited to the following:

  • Provides management information/data access supports to all staff in the VISN. Makes policy recommendations regarding the underlying data systems as they relate to the needs of the VISN.
  • Assist VINS/Facility leadership and others in performing special duties and analysis in support if unique or emergent situations.
  • Working with VISN/Facility leadership in developing short and long range plans to effectively utilize Health Informatics to accomplish the mission of the VISN/Facility.
  • Using the results of data analysis, the incumbent will make recommendations to each VISN/Facility leadership potential programmatic changes that could significantly enhance Patient care, patient safety, overall efficiencies and or cost effectiveness.
  • Assists in the development of data gold standards, data analyst program, business plans, cost of business analysis, budget, and acquisition strategies to support resource management and planning information needs.
  • Serves as a member of the Network Strategic Planning Council and the Network Clinical Practice Council.
  • Liaison to the appropriate organizations, such as Office of Information and Analytics, Veterans Service Support Center, and throughout the agency in the development of analytics technology that relates to the mission of the VA.
  • Integrates the vast amounts of data residing in the VA corporate and hospital databases into using reporting systems and statistical analysis packages for us in performance measurement.
  • Design and complete customized computer tools such as data warehouses, DSOs, interactive we applications, SQL server and SAS Programs, SQL reporting services, PowerBI and newer analytics technology to achieve informational requirements of the Facility and Network.
  • Provides training and consultation throughout the Facility and Network, as necessary.
  • Leads a unit or team of highly technical employees. Provides guidance and technical direction necessary for accomplishing the work of the unit or team.
  • Functions as team leader, leading team efforts in the development, implementation, and/or evaluation of program or project responsibilities.
  • Facilitates team or unit processes by working collaboratively with team members or employees to ensure that tasks are completed, that good working relationships among team members and with management are maintained, and that team priorities and goals, needs, and achievements are coordinated with management.
  • Assists VISN/Facility leadership and other staff in performing special studies and analysis in support of unique or emergent situations.
  • Responsible for the development, implementation and operation of computer-based information systems that relate directly to the areas of resource management, planning, and quality which includes quality of care, patient safety, financial data, patient workload, medical information, etc.
  • Other duties as assigned.

Work Schedule: Monday - Friday 8:00am - 4:30pm

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/23/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include but are not limited to: Identification of data needs and making policy recommendations regarding underlying data systems as the relate to said needs. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: The design and implementation of numerous software systems for retrieving and displaying data from VA databases regarding the entire realm of resource management and planning areas. Development and analyzing utilization/quality and financial performance reporting systems. Development of databases from input of operations/facilities so that users can track, trend and store information. Resources for various software and other VISTA packages from which data can be utilized..

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: Work is performed, for the most part, while seated; however, the incumbent lifts and carries reference books, working papers, and similar items. Requires a moderate amount of walking, standing, and bending. Occasional travel is required.

Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
