Duties

Help

The DPT position reports to the Country Director and performs the following major duties:

  • Leads and manages a team of programming and training staff to ensure high-quality program design, implementation, and evaluation across all sectors in alignment with Peace Corps guidance.
  • Creates strategies and develops capabilities that strengthen intercultural adaptability, preparing and supporting Volunteers to work effectively in their local community.
  • Coaches and mentors Volunteers and a diverse team of host country professionals.
  • Provides direction and oversight to manage a variety of post-wide programs and projects critical to the accomplishment of the agency's mission.
  • Ensures effective strategic planning across complex and varied functions that impact critical components of overseas programs and resource utilization.
  • Serves as an expert on interpreting and implementing policies related to the design and management of post programs and other key programmatic matters.
  • Provides expert guidance to define and continuously improve the country program's approach to training design, delivery, and evaluation, ensuring alignment with agency standards.
  • Conducts extensive planning and data analysis to oversee the design and evaluation of training processes, including workshops, seminars, and conferences.
  • Serves as a recognized authority on programming and training, advising senior Agency leaders on complex international Volunteer programs.
  • Drafts the budget for programming and training activities and monitors expenditures throughout the fiscal year.
  • Develops plans for implementing short and long-range program goals at post and directs varied organizational functions that affect critical aspects of major agency programs.
  • Assists the Country Director in fostering cooperative relationships with U.S. mission personnel at post to advance Peace Corps goals and ensure Volunteer safety.
  • Plans and directs operations and liaises with the Agency headquarters on critical post programming and training matters, as well as safety and security concerns.

Applicants selected for this position are subject to the following Conditions of Employment:

  • You must be a U.S. citizen and at least 18 years old.
  • Males born after December 31, 1959, must be registered with Selective Service (see www.sss.gov).
  • Prior to employment, Peace Corps will review records for Returned Peace Corps Volunteers and former employees, as required by statutes 5 USC 3322 and 22 USC 2507b.
  • You must submit a signed statement acknowledging adherence to the Peace Corps Conditions of Employment before your first day.
  • You must obtain and maintain a Top-Secret security clearance.
  • You must obtain and maintain a medical clearance.
  • This position is designated for drug testing under the Drug-Free Workplace Program. You must pass a pre-employment drug test. After hire, you will be subject to random drug testing.
  • An 18-month probationary period may be required. This requirement is not applicable to current agency US Direct Hire employees who have completed a probationary period or current Experts who have served for more that 12 months.
  • Travel within and outside the country of assignment is required.
  • The initial appointment to this position cannot exceed five years.

Qualifications

Applicants must meet all qualification requirements prior to the closing date of this announcement, 03/18/2026. Specialized Experience at the FP-02 (GS-14) Level: To qualify for this position at the FP-02 level, you must have at least one year of specialized experience equivalent to the next lower level in the normal line of progression, FP-03 or GS-13. This experience must be directly related to the work of the position and must have equipped you with the knowledge, skills, and abilities necessary to successfully perform the duties of the role. Specialized experience includes:

  • Managing teams in the design, implementation, and evaluation of an organization's programs and training functions.
  • Developing and enforcing policies, procedures, and program management controls for an organization's programs and training functions.
  • Establishing, managing, and evaluating work plans, assignments, and overall performance of programming and training staff.
  • Leading the design, implementation, and facilitation of professional development opportunities.
  • Leading, supporting and coaching staff and volunteers at various career stages, including early-career professionals, to create an atmosphere of open communication, accountability, trust and belonging.

Specialized Experience at the FP-03 (GS-13) Level: To qualify for this position at the FP-03 level, you must have at least one year of specialized experience equivalent to the next lower level in the normal line of progression, FP-04 or GS-11/12. This experience must be directly related to the work of the position and must have equipped you with the knowledge, skills, and abilities necessary to successfully perform the duties of the role. Specialized experience includes:

  • Coordinating, implementing, and evaluating an organization's programming and training activities and functions.
  • Applying methodologies, practices, procedures, instructions, and policies related to an organization's programs and training functions.
  • Coordinating and evaluating work plans, assignments, and performance of programming and training staff.
  • Participating in the design, implementation, and facilitation of professional development opportunities.
  • Leading, supporting and coaching staff and volunteers at various career stages, including early-career professionals, to create an atmosphere of open communication, accountability, trust and belonging.

Education cannot be substituted for experience at the FP-02 or the FP-03 grade level.

~AND~

Selective Placement Factor:
This position has one selective placement factor: Two years of international development experience working in transitioning or developing countries, or community development experience working with underserved communities in the United States. Experience may be with private sector, non-governmental organizations (NGOs), or government organizations (local, state, and/or federal). Professional experience must include either an international focus or work with US based communities where multicultural understanding is required to achieve organizational goals.

~AND~

Time-in-Grade Requirements: Current or former Federal employees, including Peace Corps employees, must meet applicable Time-in-Grade requirements to be eligible for this position. For positions above the FP-09 (GS-05) level, you must have completed at least one year (52 weeks) at the next lower grade in the normal line of progression for the position to which you are applying.

All current or former Federal employees, including internal employees, must provide a copy of their SF-50(s), "Notification of Personnel Action," to demonstrate that you meet Time-in-Grade requirements. For more information, refer to the "Required Documents" section below.

Peace Corps Information:
  • This is a federal civilian position in the Excepted Service, and the incumbent will serve as a member of the Foreign Service.
  • Peace Corps employees are paid under the Foreign Personnel (FP) pay system, which differs from the General Schedule (GS) pay system. In the FP pay system, lower grade level numbers indicate higher levels of responsibility and pay. The FP-09 is the lowest, entry-level, grade and the FP-01 is the highest, senior-level, grade.
  • If you are a current federal employee, your agency may grant you reemployment rights in accordance with Section 310 of the Foreign Service Act, 22 USC 3950. You must request and be granted reemployment rights prior to separation from your current federal agency.

Intelligence Background Information: Peace Corps Manual Section 611 is applicable to this position:
