Serves as senior Quality Assurance representative responsible for assigned function of surveillance of contract operations of both HTRW mitigation and military/civil construction projects located within the assigned area.
Works with engineers, inspectors, technicians, and aids performing engineering and inspection necessary to ensure that construction by contract is performed in accordance with contract plans and specifications.
Plans and assigns work to field inspection force and keeps them informed of proposed contractor operations.
Tours construction sites and observes construction methods and progress as to their conformance to plans and specifications of various features of construction.
Resolve controversial matters with contractor personnel when such problems have not been resolved by the subordinate work force.
Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
Position requires Temporary Duty Travel (TDY) at least 25% of the duty time.

One year of specialized experience which includes 2 out of the 3 following duties: 1. Monitor major civil and military projects such as conventional buildings of all types (dormitories, mess halls, buildings, etc.); AND 2. Ensure construction projects are performed in accordance with contract plans and specifications; AND/OR 3) Resolve contracting issues with contractors, engineers, and staff. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
