Summary

This position is located in the Defensive Equipment and Armored Vehicle Division, Office of Physical Security Programs, Countermeasures Directorate, in the Bureau of Diplomatic Security (DS/PSP/DEAV).

DS/PSP/DEAV serves as the overall coordination point and program manager for armored vehicles and related issues, and the liaison for various Federal agencies, the Overseas Security Policy Board (OSPB), and posts.

Duties

Help
  • Develops long-range plans (annual and multi-year) for DEAV programs, recommending reorganization plans and resource requirements as needed.
  • Oversees the tracking, delivering, and monitoring of all DEAV-provided equipment and materials, developing acquisition/logistics support strategies and tactics for acquiring specialized equipment and materials.
  • Advises management on changes to the legislative and regulatory requirements that impact the DEAV logistics program.
  • Oversees preparation and/or prepares position papers, action memoranda, responses to Congressional inquiries and/or Congressional testimony.
  • Represents DEAV in forums that include the private sector, other Government agencies, DS management, and various bureaus in the Department, to oversee and manage the acquisition, transfer, and safeguarding of protective equipment and materials.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement.

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5 CFR 300, Subpart F.

Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:

  • Experience leading the acquisition and logistics management for specialized equipment programs.
  • Experience developing strategies to support the acquisition of protective equipment and vehicles.
  • Experience preparing policy recommendations for logistics and acquisition management.

There is no substitute of education for specialized experience for the GS-14 position.

Your qualifications will be evaluated on the following competencies:

  • Knowledge of program management concepts, principles, methods, and practices.
  • Skill in logistics management.
  • Skill in acquisition/procurement planning.
  • Knowledge of administrative laws governing the transfer of regulated, controlled, hazardous, and specialized and sensitive equipment and materials.
  • Ability to advise on concepts, principles, and practices in defensive equipment and armored vehicle support.
  • Skill in written and oral communication sufficient to prepare and present technical reports and policy recommendations.
