Help

As a Human Resources Specialist in EXHR, you need to be a self-starter and capable of working independently. Your communication, customer service, and collaboration skills must be excellent. You should also be creative and a risk taker, who is always looking for ways to improve and streamline processes. You will support specific internal organizations in the full range of professional services in the following areas: Recruitment and Staffing (Delegated Examining and Merit Promotion); Classification and Position Management; Senior Executive Service and Schedule A, C, and D Appointments; Employee Benefits; and Policy Development. Equally as important as the responsibilities outlined above, are values such as honesty, loyalty, patience, integrity, and the ability to support and respect your management and peers.

Must obtain Delegated Examining (DE) Certification within two years of selection and maintain DE Certification over the course of employment in this position.

This is a Public Trust Position. Employment in this position requires a background investigation. As a condition of employment for accepting this position, you will be required to serve a 1-year probationary period (depending on your status) during which we will evaluate your fitness and whether your continued employment advances the public interest.   • the needs and interests of the CPSC;
  • whether your continued employment would advance organizational goals of the CPSC or the Government; and
  • whether your continued employment would advance the efficiency of the Federal service.

Qualifications

All applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the candidate with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Qualifying specialized experience must demonstrate the following:

GS-11: 1) Experience in three or more of the following functions: a) assisting with and/or classifying position descriptions, b) identifying competencies and conducting job analyses, c) creating job opportunity announcements using automated HR systems, d) creating assessment questionnaires (structured resume reviews, narrative questionnaires, structured interview questions, etc...), e) reviewing application materials for eligibility and qualifications determinations, and/or f) adjudicating veterans preference; 2) preparing and processing a wide variety of personnel actions for Federal civil service employees such as accessions, promotions, reassignments, conversions, extensions, etc.; AND 3) responding to a variety of human resources inquiries from internal and external stakeholders and applicants.

GS-12: 1) Advising management on recruitment strategies and hiring authorities including Delegated Examining (DE), Merit Promotion (MP), and government-wide special hiring authorities for excepted and competitive service positions; 2) Experience in all the following staffing functions: a) classifying position descriptions, b) identifying competencies and conducting job analyses, c) creating assessment questionnaires, d) creating job opportunity announcements using automated HR systems, e) reviewing application materials for eligibility and qualifications determinations, f) adjudication of veterans’ preference, and g) creating certificate of eligible applicant lists; AND 3) preparing, reviewing, and processing a wide variety of personnel actions and ensure accuracy of information and compliance with all applicable regulations and guidelines.

GS-13: 1) Advising management on recruitment strategies and hiring authorities including Delegated Examining (DE), Merit Promotion (MP), and government-wide special hiring authorities for excepted and competitive service positions; 2) Experience in all the following staffing functions: a) classifying position descriptions, b) identifying competencies and conducting job analyses, c) creating job opportunity announcements using automated HR systems, d) reviewing application materials for eligibility and qualifications determinations, e) adjudication of veterans’ preference, and f) creating certificate of eligible applicant lists; 3) processing and reviewing a wide variety of personnel actions; AND 4) conducting reviews to ensure recruitment actions, case files, and personnel actions are accurate, complete, and compliant with federal requirements and agency guidelines.

This position does not have a mandatory education requirement.

GS-11: Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related OR 1 year of specialized experience equivalent to a GS-9 OR a combination of graduate level education beyond the second year of progressively higher graduate study and appropriate specialized experience.

GS-12: There is no substitution for specialized experience at this grade level. 

GS-13: There is no substitution for specialized experience at this grade level.
