The Veterans Integrated Service Network (VISN) Financial Manager will serve as the accountable official for financial activities within the VISN. The Financial Manager will have direct operational and supervisory responsibilities for payroll, employee travel, and non-MCCF accounts receivable across the Network. The Financial Manager will ensure compliance with Departmental and VHA financial policies.

Help

Major Duties:

  • Provide technical support to budget formulation functions maintained at the field facility level
  • Participates in a leadership capacity in the application of Continued Quality Improvement (CQI) processes tools and techniques and the conduct of analytical studies, financial analyses, program planning and outcomes evaluations
  • Work with VISN leadership in developing and implementing the VISN financial plan and budget
  • Recommends appropriate allocation of resources to the VISN health care facilities
  • Develops and disseminates management reports; provides management and fiscal oversight for the VISN; and oversees the development and maintenance of a managerial information system
  • Provides support for outcomes, assessments, cost-benefit analyses, and assists with business planning and monitors fiscal viability
  • Provides direct supervision, consultation, and training for finance staff assigned to the VISN
  • Develops and executes managerial and financial plans and performance measures which are based on realistic objectives and effective planning
  • Develops and implements outcome monitors and indicators of managerial and fiscal effectiveness
  • Utilizes and communicates various measures of management and fiscal efficiency
  • Fosters a corporate culture of public service, accountability and excellence
  • Attracts, retains, and motivates a diverse group of top-quality professional-and administrative employees
  • Has line authority, responsibility, and accountability over payroll, employee travel, and non-MCCF accounts receivable
  • Serves as a leader in negotiating opportunities to obtain, re-engineer, share, and conserve resources in areas of staff, funding, communication and training in the application of managed health care

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/16/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-15 position you must have served 52 weeks at the GS-14. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide multiple SF-50s that clearly demonstrates one-year time-in-grade.
Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below:

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-14) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:

  • Knowledge and experience with organization, mission, policies, and goals of national health care delivery system
  • Knowledge and experience with theories and principles of health care financial management
  • Experience resolving complex issues that are highly interpretive ( i.e. governing laws or regulations)
  • Knowledge of Congressional legislation on the formulation and execution of budgets
  • Knowledge and experience developing methods and techniques of budgeting for the forecasting of long-range funding needs
  • Knowledge and experience of VA policies and procedures governing the management and fiscal operation of health care facilities
Preferred Experience:
  • Knowledge of the organization, mission, policies, and goals of the national health care delivery system
  • Experience applying financial skills to ensure that financial resources are utilized effectively
  • Experience serving as a liaison between the VISN and VHA Office of Finance and Medical Centers

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is primarily sedentary and usually accomplished while seated at desk. The position does require travel ( primarily within the VISN geographic area) for a significant amount of time.

Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
