Duties

Help

The incumbent serves in a developmental capacity at the GS-0560-07 and 09 level. Key functions will be similar to those described at the full performance level of the target position. However, during the developmental assignment, full performance range and level of selected functions will not be completely delegated to the employee until proper orientation and training have been completed and the incumbent has demonstrated the knowledge, skills and abilities necessary to accomplish the work at the full performance level.

Budget Administration
Provides advice and guidance to management officials on all budgetary matters. Develops and implements policies and procedures, advises management on the proper use of funds, ensures managers maintain adequate funding levels and controls throughout the year, provides reports and budget updates, etc. Implements procedures and controls to minimize probability of the occurrence of an Anti-deficiency violation. Develops and coordinates the planning, formulation, and execution of the budget. Conducts long range budget planning, provides projections based on variable factors, evaluates how budgetary changes impact program goals and operations, and provides recommendations on budget allocation and resulting changes in program operations. Monitors and tracks obligations/expenditures through continuing dialog with officials and staff, review of written documents and examination of records. Prepares budgetary information and data summaries on a wide variety of forms and documents for inclusion in routine and special reports. Drafts and implements policies and procedures for managing budgetary and finance operations and plans. Determines necessity for establishment of new systems, methods or techniques for adhering to provisions. Reviews and analyzes requests by service chiefs for reprogramming and fund adjustments, and recommends approval or disapproval.

Financial Management
Formulates the operating program budget and manages and monitors fund distribution for the operation of the medical center. Prepares quantitative and analytical data required during the formulation, execution and review processes. Conducts reviews, analyses, and evaluation of the use of funds for budgetary planning and day to day fund management. Performs major reprogramming several times annually and minor reprogramming on a frequent basis. Performs quantitative and qualitative analyses, interpretation and evaluation of the feasibility and effectiveness of projected and current programs in achieving objectives. Applies statistical formulae, techniques and methods for the gathering and interpretation of quantitative information. Provides staff with data required for planning, policy and operating decisions. Makes recommendations to chief finance officer to insure the observation of sound budgetary principles.

Financial Analysis
Prepares supporting data or material for funding requests and justification for submission to VISN or other higher headquarters. Conducts costs analysis relating to budgeting and funding. Identifies, analyzes, and resolves budgetary problems, such as those requiring the development of alternate methods of funding when unstable funding levels necessitate reprogramming throughout the fiscal year. Prepares phasing and obligation plans to project budget execution rates based on analysis of programs. Monitors the use and rate of expenditure of budgeted funds. Reprograms funds between accounts to maintain balanced programs. Prepares a variety of reports relative to the status of funds, expenses and obligations. Advises personnel on the status and availability of funds in the various budget accounts.

Analysis and Problem Solving
Manages reimbursable accounts for the provision of personnel services. Determines value of personnel services and support to include direct and indirect cost. Calculates user costs and cost estimates. Drafts standards and procedures for reimbursement to be included in formal servicing agreements with customers. Charges customers according to services provided and provisions in agreements.

Performs other directly related duties as assigned.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/16/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS7 position you must have served 52 weeks at the GS5.
For a GS9 position you must have served 52 weeks at the GS7.
For a GS11 position you must have served 52 weeks at the GS9.

The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

Specialized Experience GS-07: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:

  • Participates in the fund distribution process and controls and reviews assigned areas at the planning, apportionment and allotment stages. Assists in the preparation of instructions pertaining to format, content, and underlying policy assumptions for facility preparation and submission of monthly budget operating plans.
  • Reviews short-range budgetary and program requirements to assure their conformance with established agency policies and the intent of Congress.
  • Identifies and analyzes trends in the receipt, obligation, or expenditure of funds to ensure that objectives of the annual financial plan are being met on a timely basis; and that funds are available and being properly and effectively used to support program objectives.
  • Performs preliminary analyses of budget requests, and compiles data to be used for forecasting obligations.
  • Prepares documents needed to process budget estimates. Drafts reports that detail the purposes for which funds were obligated and expended.
OR
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 1 full year of graduate level education.
OR
Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and a bachelor's degree.


Specialized Experience GS-09: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
  • Participates in the fund distribution process and controls and reviews assigned areas at the planning, apportionment and allotment stages. Assists in the preparation of instructions pertaining to format, content, and underlying policy assumptions for facility preparation and submission of monthly budget operating plans.
  • Reviews short-range budgetary and program requirements to assure their conformance with established agency policies and the intent of Congress.
  • Identifies and analyzes trends in the receipt, obligation, or expenditure of funds to ensure that objectives of the annual financial plan are being met on a timely basis; and that funds are available and being properly and effectively used to support program objectives.
  • Performs preliminary analyses of budget requests, and compiles data to be used for forecasting obligations.
  • Prepares documents needed to process budget estimates. Drafts reports that detail the purposes for which funds were obligated and expended.
OR
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Master's or equivalent degree or 2 years of progressively higher level graduate education leading to such a degree.
OR
Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and more than 1 full year of graduate level education.

GS11
Specialized Experience GS-11: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
  • Participates in the fund distribution process and controls and reviews assigned areas at the planning, apportionment and allotment stages. Assists in the preparation of instructions pertaining to format, content, and underlying policy assumptions for facility preparation and submission of monthly budget operating plans.
  • Reviews short-range budgetary and program requirements to assure their conformance with established agency policies and the intent of Congress.
  • Identifies and analyzes trends in the receipt, obligation, or expenditure of funds to ensure that objectives of the annual financial plan are being met on a timely basis; and that funds are available and being properly and effectively used to support program objectives.
  • Performs preliminary analyses of budget requests, and compiles data to be used for forecasting obligations.
  • Prepares documents needed to process budget estimates. Drafts reports that detail the purposes for which funds were obligated and expended.
  • Conducts limited analyses to develop required data and information for reporting purposes; and drafts brief factual administrative reports.
  • Develops monthly analyses of program actual and possible trends, with detailed explanation of significant deviations

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 years of progressively higher level graduate education leading to such a degree.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs and other organizations. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.

Physical Requirements: The work is primarily sedentary with some carrying of light items such as files.

Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
