This vacancy is open to those covered by the indicated hiring paths and living in the local, Washington, DC commuting area. Directs preparation of all budget submissions for direct benefit payments covering the complete budget cycle (Departmental, Office of Management and Budget (OMB), Congressional, and Mid-Session Review submissions).
Directs development of operating plans, apportionment requests, analyses of how operating plans compare to actual spending, the allocation of funding in VBA's financial system of record.
Guides and reviews caseload and cost estimates required in connection with legislation, regulatory changes, and management initiatives in collaboration with program and staff offices.
Plans and coordinates the preparation of special briefings on budget matters, which are presented to the VBA Chief Financial Officer (CFO), the Under Secretary for Benefits (USB), the Secretary, OMB, and Congress.
Presents information to oversight entities, including Congressional offices, VA's Office of Inspector General, and the Government Accountability Office.
Maintains appropriate coordination and cooperation with budget staffs across the Department on business plans, performance issues, and cost estimates.
Collaborates with VBA elements on the distribution of fund adjustments pertaining to program and field activities.
Provides leadership, directs, reviews, analyzes, and evaluates activities to ensure that VBA's mandatory resources are properly coordinated and conform to the Department, OMB, and Congressional requirements.
Collaborates with VBA elements on formal testimony, transcripts, and questions for use by VBA and VA witnesses in hearings with the Appropriating and Authorizing Committees of the House and Senate as well as OMB

Specialized Experience: To qualify for this position, applicants must have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization. In addition, the applicant must demonstrate specialized experience in overseeing the work of budget submissions, cost estimates, and spending. Must effectively perform a wide variety of administrative and high-level analytical duties in ensuring the technical accuracy of budget activities. The applicant must possess a mastery in researching guidance issued by the Office of Management and Budget and be proficient in researching the laws, regulations, and policies impacting a large Federal agency. The applicant demonstrates experience tracking and analyzing legislation, both for authorizing and appropriating committees. The applicant must be able to interpret and share guidance with subordinates as well as other offices. The applicant must possess and demonstrate a high degree of initiative, resourcefulness, and mature judgment. The position, by virtue of its requirement to interact with senior VA officials and both internal and external stakeholders, requires the applicant to be professional, strategic, and collaborative. In addition, the applicant must be able to set priorities and lead a team working on projects with high visibility and public impact. If you are currently serving on active duty and expect to be released or discharged within 120 days you must submit documentation related to your active duty service which reflects the dates of service, character of service (honorable, general, etc.), and dates of impending separation.
