Summary

The incumbent of this position serves as supervisor of the VTS motor vehicle operators & Fleet management for the Veteran Transportation Program (VTP) and reports directly to the Mobility Manager. This position is a Supervisory position within the VTS Program. VTP and will be the general Supervisor of the Veterans Transportation Service (VTS), Motor Vehicle Operators and Transportation Assistants. This is a national program overseen by the Chief, Business Office (CBO) of VHA.

The position will be located within the Assistant Medical Center Director's Office/VTS unit. The incumbent is responsible for assisting the Mobility Manager with daily operation and long-term management of the service and for assuring the service supports the demands of a quality health care environment. The focus is on the movement of people rather than vehicles and on the entire trip, not just one mode or another. A high degree of critical judgment is required of the incumbent in designing and assisting with managing day-to-day operations of the VTS as to ensure unplanned, urgent and emergent patient care situations are handled appropriately by both staff and community resources. This position provides administrative supervision to a minimum of 12 employees. The incumbent will correspond with physicians, travelers, and transportation drivers to determine the transportation plan that best suits the Veteran. Incumbent will also prepare appropriate documentation and /or scheduling for travelers according to VTP program guidelines.

Duties and responsibilities include but are not limited to:

  • Manages inter-facility transfers of patients and other passengers
  • Establishes and or implements policies and regulatory changes
  • Coordinates program development for the department
  • Oversees and monitors the safety of transportation equipment, polices and practices
  • Serves as the focal point for interdepartmental and inter-agency collaborative efforts involving transportation and/or transportation services
  • Coordinates with state and local transportation networks/services to effectively provide transportation services
  • Formulates and oversee resource allocation duties for the department
  • Reviews/analyze data and make recommendations related to services provides
  • Resolves complex patient transportation issues including urgent, complex or uncertain transportation needs of patients
  • Conducts qualitative and quantitative analysis of program effectiveness and operational efficiency

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/17/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
    • Monthly vehicle expense tracking
    • Maintaining schedules and usage of travel systems and other reports
    • Utilizing software packages to extract and analyze data and develop spreadsheets and charts to present to management
    • Experience working with Federal vehicle policies and regulations, travel reimbursement, and beneficiary travel
    • Collaborate and maintain positive working relationships with both internal and external customers
  • OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have two full years of graduate education or a Master's degree. OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond successfully completed graduate education and specialized experience, as described above, which meets the total qualification requirement for the GS-09 grade level.
    • Note: a copy of your transcripts is required. Education cannot be credited without documentation. Your resume must indicate clearly the nature of your duties and responsibilities in each position and the number of hours a week spent in such employment.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: This position requires average physical agility, such as standing, prolonged walking, driving and sitting. There is some bending, lifting, carrying, and stretching involved.
