Duties

Help
  • You will define and communicate a strategy that encompasses multiple ARTs, ensuring alignment with business goals and mission needs across the Solution Train.
  • You will lead the architectural decision-making process, resolve technical conflicts and ensure cooperation between ARTs and key stakeholders.
  • You will manage the architectural runway for the entire solution, ensuring it supports the continuous delivery of value to end-users on demand.
  • You will oversee sustainable architectures, specifically focusing on RESTful standards and addressing functional/non-functional requirements that span the enterprise.
  • You will collaborate with engineering teams to optimize a robust Continuous Delivery Pipeline (CDP), automating integration and testing to enhance delivery speed and reliability.
  • You will identify and mitigate architectural risks and manage technical debt across the Solution Train to ensure long-term sustainability.
  • You will promote adherence to Scaled Agile Framework (SAFe) methodologies, ensuring technical consistency across all teams.
  • You will carry out the full range of supervisory functions for the System Architects, developing performance goals that enhance their professional standing with a coaching and mentoring mindset.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band DP-03 in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Developing architectural vision and strategy in alignment with PEO Digital business goals and the DON Enterprise objectives and/or enhancing both functional and non-functional requirements that span multiple ARTs.

In addition to the above listed qualifications, your experience must also reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving.

Systems Engineering Expertise: Ability to apply complex engineering principles across multiple Agile Release Trains.

Modern Development Standards: Proficiency in DevSecOps, software modernization, and RESTful service implementation.

AI & Automation: Knowledge of Artificial Intelligence and Machine Learning to automate manual processes within the Solution Train.

Data Mastery: Understanding of data governance, interoperability, and management practices for large-scale systems.

Strategic Execution: Skill in planning and executing enterprise IT service strategies and long-range goals.

SAFe Proficiency: Ability to work and lead within a Scaled Agile Framework environment.

THIS IS A DIRECT HIRE ANNOUNCEMENT. Section 1109 of the National Defense Authorization Act Fiscal Year 2020 Public Law 116-92 amended Section 9905 of title 5, United States Code (U.S.C.) to streamline and simplify certain Department of Defense civilian Direct Hire Authorities to recruit and appoint qualified candidates directly to certain positions in the competitive service in the Department of Defense.

This position is in the Personnel Demonstration Project under authority of Title VII of the Civil Service Reform Act of 1978.

The pay schedule and pay band for all Demonstration Project Professional Positions will be DP-1/2/3/4.

The Supervisor Solution Train Architect serves as a technical leader and coach across multiple Agile Release Trains (ARTs) within a Solution Train, of Program Executive Office (PEO) Digital. The Solution Train Architect is responsible for ensuring that the architecture and technical direction of the Solution Train align with the overall vision and goals of PEO Digital and the Department of the Navy (DON) Enterprise. This role involves overseeing the architectural aspects of multiple ARTs, facilitating collaboration between teams, and managing the architectural runway to support the continuous delivery of value. The Solution Train Architect plays a crucial role in ensuring the technical integrity, quality, feasibility, and successful realization of the solution across the entire system lifecycle. The Solutions Architect exercises deep understanding of both business and technical aspects of product delivery and a commitment to continuous improvement and innovation.

The salary range shown above represents all the positions within the pay band, including higher responsibility positions. Based on the responsibilities of this position (Control Point), the total adjusted salary may be capped equivalent to GS 14 step 10 at $187,093-Washington, DC., $186,785-San Diego, CA. (Adjusted Pay).

This is a Cyberspace Workforce position, work role code SUPV IT SPECIALIST(ENTARCH)/SOLUTION ARCHITECT, proficiency level advanced the incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.

This position is eligible for ad-hoc/situational telework at the discretion of management.

This position is covered by the Department of Defense Priority Placement Program.
