The Tucson VA Health Care System is currently recruiting for one (1) Learning Resources Officer (Supervisor) for Staff Education and Experience in Organizational Experience Service at the VA Southern Arizona Health Care System (SAVAHCS). This position provides supervisory management, program development and coordination, and oversight for all workforce education, employee experience, Tucson VA library, and educational programs and services internal and external to the agency.

Help

The Learning Resources Officer is responsible for directing work operations, budget, and contract oversight of the educational programs. This position is a recognized authority in the analysis, administration, and evaluation of the workforce. The major duties and responsibilities include but are not limited to:

  • Supervisory duties which includes supervision, performance management, consultation, collaboration with other departments and quality improvement.
  • Analyze organizational and operational problems, develop and implement solutions that result in efficient operations, and use data effectively to manage workload, quality, performance, and productivity within the service.
  • Collaboratively works with leaders of other departments, services, and senior management to strategically assess, plan, implement, evaluate, and manage staff education and professional development needs and resources to meet operational goals of the Southern Arizona VA Healthcare System (SAVAHCS) and the VHA mission.
  • Participates as a member of national VHA, VISN, facility wide committees, councils, and workgroups. Serves as a liaison to internal and external stakeholders and may serve in capacity as chairperson when appropriate.
  • Prepares and presents budget and resource requirements, needs and recommendations for facility learning management systems and programs to include multiyear education related contracts. Maintains expenses within allocated budget. Establishes priorities for distributing resources based on program needs.
  • Serves as the facility Designated Learning Officer
  • Designs, modifies, and implements systems compatible with professional standards and the mission and goals for the organization to improve the cost-effective use of resources for learning programs; facilitate integration efforts with internal and external resources to increase capacity and optimize learning within the organization.
  • Develops and collaborates in the establishment of employee engagement and experience programs to include but not limited to staff education and development needs assessments, All Employee Survey or similar.
  • Performs other duties as assigned.

Qualifications


To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/20/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Individual Occupational Requirement (IOR):
Education:
You mustpossess successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study or specific course requirements related to education or a related field.
OR,

Combination: You must possess a combination of education and experience: course work equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provides knowledge comparable to the normal acquired through the successful of the 4-year course study.

You may qualify based on your experience as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: experience in overseeing educational programs, experience in the development of guidelines, and training materials for educational programs, experience as liaison with internal and external educational customers. (Please make sure that your experience is evident in your resume, and hours worked per week for each work experience entry is included, or your resume will be considered incomplete, and you will be considered "ineligible" for the position.)

Preferred Experience: Experience in training, particularly in workforce development.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: Work is usually performed in the offices, meeting rooms, schools, or similar settings. The work areas are adequately lighted, heated, and ventilated.
