Duties

Help

As a ATTORNEY ADVISOR (GENERAL) at the NH-0905-4 some of your typical work assignments may include:

  • Responsible for Legal issues related to Intelligence oversight and operations law as it relates to the use of IT.
  • Assists the Chief, Civil and Fiscal Law, in carrying out responsibilities pertaining to civil law. Primary advisor on land transportation issues.
  • Manages the command ethics program and serves as a primary ethics counselor on standards of conduct issues.
  • Assists in developing office procedures to conduct the work of the office, including matters related to office funds, office resources, office personnel, and office work products.
  • Exercises full authority and responsibility as the principle source for Information Law advice, advocacy and litigation support to enable the command to implement statutory duties as single manager for DOD common user transportation, as the Distribution Process Owner (DPO), and other delegations of authority and responsibility from DOD, JCS, or Congress.
  • Provides potentially precedent-setting legal advice on extremely difficult and complex legal issues in the areas of USTRANSCOM's management and use of information technology (IT); electronic commerce policies; electronic ethical requirements; domestic and
    international electronic business (E-BIZ); intellectual property (including government and commercial software licenses, trademarks, copyrights, and other internet intangibles), information and security; information confidentiality to include FOIA, Electronic FOIA, HIPAA, Privacy Act, and electronic discovery programs; reengineered travel with automated processes; management/improvement of information resource management; and problems associated with use of the World Wide Web and the government's use of social networking sites (e.g., face book, twitter, YouTube, etc.).

  • Licensed as an attorney, in active (or equivalent) status and in good standing, with the bar of a U.S. state, territory, or commonwealth is a condition of employment
  • Must be a graduate of a law school accredited by the American Bar Association
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.
  • Travel and relocation expenses, if approved, will be paid IAW JTR and AFMAN 36-606

Qualifications

Qualification standards for attorney positions may be found in DoD Directive 1442.2, "Personnel Actions Involving Civilian Attorneys" at DoD Instruction 1442.02, September 30, 2010 (whs.mil).

The experience described in your resume will be evaluated and screened for competencies needed to perform the duties of the position as described in the DUTIES section of this announcement. The QUALITY of experience relates to how closely or to what extent your experience, education, and training are relevant to the duties and responsibilities of the announced position. Your resume must show you have the competencies necessary to successfully perform the work of the position at the appropriate level. Salary will be set within the range specified in this vacancy announcement based on the complexity of work to be performed, the selectee's experience, education, training, and availability of funds.

Veteran's Preference: There is no formal rating system for applying veterans' preference to attorney appointments in the excepted service; however, the Department of Defense considers veterans' preference eligibility a positive factor for attorney hiring. Applicants eligible for veterans' preference must include that information in their cover letter or resume and attach supporting documentation (e.g., DD Form 214, "Certificate of Release or Discharge from Active Duty") to their submissions. Although the point-preference system is not used, applicants eligible to claim a 10-point preference must submit a Standard Form (SF) 15, "Application for 10-Point Veteran Preference," and supporting documentation required for the specific type of preference claimed. Education

You must be a graduate from an ABA-accredited law school, and be in good standing of a state, territory of the United States, District of Columbia, or Commonwealth of Puerto Rico Bar.

Possess a Juris Doctor Degree from an accredited law school at the time of applying for the position. A copy of college transcripts must be submitted with your application.

Unofficial transcripts from U.S. Department of Education accredited colleges, universities, schools, or institutions listing your name, the name of the school, the date and degree awarded, and the list of classes and credits earned are acceptable for the application process. If selected, official transcripts are required before a firm job offer is made. A photocopy of your degree/diploma is not acceptable.

Additional information

Assignments require a Juris Doctorate (J.D.) and, for assignment within the Department of Defense, OGC, or DLSA, active membership in the bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia. The Military Departments may also extend the requirement for active bar membership to assignment of civilian attorneys within their respective Departments.
