As an Executive Associate Officer, you will:

  • Shape High-Level Strategy: Partner directly with the Senior Vice President and other key leaders to steer organizational planning, policy formulation, and future direction.
  • Drive Critical Initiatives: Serve as the central point of contact for high-priority issues, conducting in-depth analysis of complex challenges and developing actionable recommendations for the management team.
  • Lead High-Impact Projects: Manage special projects and strategic studies from concept to completion, recommending organizational and procedural changes that enhance efficiency and effectiveness.
  • Act as a Trusted Advisor: Counsel executive and senior managers on the operational and personnel implications of proposed decisions, helping to identify needs and mitigate potential problems.
  • Represent the Organization: Build and maintain key relationships with federal and regional executives, tribal representatives, and other internal and external stakeholders to advance organizational goals.
  • Serve as an Executive Proxy: Act with the executive's authority to ensure customer service and priority workstreams continue seamlessly in their absence, including coordinating with the Administrator's office.
  • Guide and Direct Teams: Serve as a team leader on cross-functional projects, directing staff, setting clear goals, and coordinating resources to achieve objectives.
  • Enhance Operational Effectiveness: Develop and recommend new administrative procedures and program policies to meet long-range strategic goals and ensure compliance with all agency requirements.

Conditions of Employment:
This is a temporary promotion, not to exceed one (1) year, may be extended up to five (5) year's total; may be made permanent without further competition. Upon termination of the promotion, you will be returned to your original position of record, or to a different position of equivalent grade and pay. Temporary promotions may be terminated at any time based on the needs of management.

If you are currently employed at a grade equivalent to, or higher than the advertised position, the action will be considered a detail for processing purposes, and no salary increase will be associated with accepting the position. Details are processed in 120-day increments and may be extended up to two (2) year's total; additional extensions may be approved at the discretion of the Human Resources Service Center Director. Upon termination of the detail, you will be returned to your original position of record. Details may be terminated at any time based on needs of management.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS

GS-11: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-09) in the Federal service. Specialized experience for this position is defined as: Independently performing administrative duties in support of a manager to include (1) managing the administration of a manager's calendar, travel and correspondence; (2) advising on policies, procedures, and regulations and other pertinent directives; and (3) serving as the manager's primary point of contact for internal and external customer service and communications.

You may substitute education for specialized experience as follows:

  • Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher-level graduate education leading to such a degree; or a LL.M., if related; your education must demonstrate the knowledge, skills, and abilities necessary to do the work. -OR-
  • Combination of education and experience as described above. Less than one year of specialized experience may be combined with graduate education in excess of the amount required for the next lower grade level (i.e., credit hours beyond the first two years of full-time study may be credited). One academic year of graduate education is considered to be the number of credits hours the graduate school has determined to represent one academic year of full-time study. If the graduate school's definition of one year of graduate study is not available, 18 semester hours (or 27 quarter hours) is used. When crediting education that requires specific course work the number of hours of related courses required, as a proportion of the total education, is prorated.

GS-12: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-11) in the Federal service. Specialized experience for this position is defined as: Independently performing administrative duties in support of a senior/executive level manager to include (1) managing the administration of a senior/executive level manager's calendar, travel and correspondence; (2) advising on policies, procedures, and regulations that have effects across multiple departments of a large organization; and (3) serving as the senior/executive level manager's primary point of contact for internal and external customer service and communications.

There is no substitution of education for experience at the GS-12 level.

"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time-in-Grade: Current Federal employees must meet time-in-grade requirements by the closing date of this announcement to receive consideration.
