The primary purpose of this position, PRODUCTION CONTROLLER (AIRCRAFT), GS-1152-09 POTENTIAL 11, is to perform a variety of production planning and scheduling and material technician tasks in direct support of depot maintenance programs and operations. These operations include the repair, overhaul, manufacture, and/or modification of various weapon systems.

Duties

Help

1) Research, analyze, plan, and initiate job acceptance for programmed/unprogrammed workloads.
2) Develops new/modifies work schedules as required, due to changes in funding, priorities, or internal /external customer requirements.
3) Manage shop capacity and calculate and establish shop hours based on workload mixture in systems to control input to maintenance.
4) Monitor multiple shop operations, plan and manage actual production start date, manage assets in-work, and monitor assts in-queue in support of the Squadron Commander/Director.
5) Provide material management support to production operations by ordering parts and material.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

TARGETED POSITIONS: This position is a developmental position. This position may be filled at any grade level. Individual selected may be promoted without further competition, upon meeting all legal and regulatory requirements. Starting salary indicated on this vacancy announcement is for the (GS-09). Attainment of knowledge, skills, and abilities is required before promotion to the next higher grade and is dependent on demonstrated ability to perform the duties of the next higher grade level, meeting all regulatory requirements, and recommendation for promotion by the supervisor. Promotion is neither implied nor guaranteed. Military Spouse candidates exercising their preference will be placed at the full performance level, if considered to be best qualified and selected.

GS-09

SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade (GS-7), or equivalent in other pay systems. Specialized experience is experience in: preventing or alleviating production delays, scheduling conflicts, the lack of sufficient materials, faulty processes, labor shortages, or skilled trade imbalances utilizing a good working knowledge of the basic requirements and procedures of all departments being coordinated both in and outside of the production area. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

GS-11

SPECIALIZED EXPERIENCE Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade (GS-9), or equivalent in other pay systems. Specialized experience is experience in: planning and scheduling immediate production control for the overhaul, modification, and/or repair of a wide variety of very complex weapon systems to include combat and strategic fixed wing aircraft, missile system, or major end item utilizing comprehensive and intensive practical knowledge of all repair/overhaul/modification and related support production methods, processes, facilities, machinery, equipment, manpower, and materials. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1) Knowledge of the production organization, to include all departments being coordinated both internal and external and all production methods and procedures, labor, machinery, and manpower and material requirements that is both comprehensive and intensive for the repair, overhaul, and modification of a variety of very complex combat and strategic fixed wing aircraft, major end items, and/or major systems.

2) Knowledge of industrial and related work processes, facilities, methods, equipment, and manning requirements to perform production control functions to evaluate and recommend solutions to problem areas in the shop.

3) Knowledge of supply operations and technical program requirements to apply established supply policies and procedures to ensure parts/material support for production operations and for items that are urgent, critical, or require special handling.

4) Skill in planning unprogrammed workloads, scheduling and balancing both planned and unplanned workloads, maintaining production schedules, and preventing or alleviating production delays.

5) Ability to investigate, analyze, plan, and implement corrective action as well as establish effective cost controls for difficult and complex production problems.

6) Ability to communicate effectively, both orally and in writing.

PHYSICAL DEMANDS - The employee is frequently required to stand, walk, and climb in industrial facilities where it is necessary to bend, crouch, stoop, reach, and lift moderately heavy items.

WORK ENVIRONMENT - The employee may work in an office setting part of the time, but is also required to visit production areas, which involve moderate risks, discomfort, and require safety precautions. Visits to other industrial areas take place in all weather conditions. The employee may be exposed to strong odors, fumes from paint, fuels, or chemicals used in the work processes. Regular use of safety equipment is an occupational requirement.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Additional information

Hill Air Force Base provides worldwide engineering and logistics management for the F-16 Fighting Falcon, A-10 Thunderbolt II, and the Minuteman III ICBM, and performs depot maintenance of the F-16, A-10, and C-130 Hercules aircraft. The base is located between Ogden and Salt Lake City. The area is known for year round activities, including skiing, hiking, boating, extreme sports, fishing and hunting, with four distinct seasons, low humidity and moderate snow fall in the valley.
