Help

This position is being filled under Direct Hire Authority (DHA) in accordance with Section 9905 "Direct Hire Authority for Certain Personnel of the Department of Defense."

Typical work assignments may include the following:

  • Develops policy guidance, program development, compliance, and oversight to
    WHS-serviced organizations and WHS building tenants concerning environmental compliance matters for Environmental Compliance and Resiliency in all properties under the jurisdiction of the Pentagon Reservation and WHS-leased facilities in the NCR.
  • Reviews and analyzes regulatory guidance both Federal and State promulgated to implement major statutes in all environmental media such as air, water, wastewater, hazardous and solid waste.
  • Plans, executes, and evaluates activities necessary for complying with federal, state, and local environmental laws, regulations, standards, and codes, e.g., Storm water, Recycling, Resource Conversation and Recovery Act (RCRA), National Environmental Protection Act
    (NEPA), Clean Air Act (CAA), Clean Water Act (CWA), and Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA).
  • Formulates the Pentagon Reservation's environmental policies and establishes
    environmental programs. Directs environmental programs through programming, budgeting, and scheduling resource requirements, and ensuring inclusion of such requirements in all applicable work plans, reports, and budget submittals.
  • Prepares environmental engineering and support cost estimates to achieve the goals of the
    environmental program, exercising knowledge of government funding rules, regulations, and administrative services.
  • Reviews contractor proposals, leads the development of contract specifications, leads design reviews and technical discussions, and participates in contract negotiations and discussions with contractors in meeting technical and administrative requirements of the contract.
  • Implements fire protection, safety, and occupational health programs and participates in compliance audits.

In addition to the Basic Requirement and Individual Occupational Requirement, you must meet the below Minimum Requirement for this position:

I have one year of specialized experience equivalent to the next lower grade level of GS-13 in the federal service (experience may have been gained in the private sector) which demonstrates the following: Serving as a principal environmental engineering subject matter expert; Planning and evaluating activities to ensure compliance with federal, state and local environmental laws, regulations, standards and codes; Preparing policy guidance, program development, and ensuring Environmental Compliance and Resiliency in all properties under the jurisdiction of the Pentagon and the organization's leased facilities; Participating in program budgeting and scheduling resource requirements to ensure applicable work plans, reports, and budget submittals; Preparing environmental engineering and support cost estimates to include reviewing contractors' proposals and participating in contract negotiations and discussions; Presenting, defending, and interpreting policy and program requirements; AND collaborating with other program managers with implementing fire protection, safety, and occupational health programs to include compliance audits.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.

ACTIVE DUTY SERVICE MEMBERS: Federal agencies treat active duty service member as veterans, disabled veterans, and preference eligible, when they submit, as part of their application package, a "certification" of active service in lieu of a DD-214, indicating the service member is otherwise eligible and will be discharged or released within 120 days from the date of submission.. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study
