Summary

The Program Specialist is responsible for the direct management within Whole Health Programs (WHP) in support of specialized activities. Plays a key role in helping the WHP Chief achieve a balanced program. The Program Specialist managerial duties and responsibilities involve decisions which have a direct and substantial effect on the health care organization. The position contributes to the establishment of policy and programs for WHP by providing and interpreting information.

Help

Major duties include, but are not limited to:

  • Serves as the responsible contact for leading projects from initiation to completion and may be required to present the results to senior leadership throughout the Medical Center.
  • Compiles all the necessary documentation and information by organizing a project management team.
  • Works closely with the Service Chief and others in implementing and evaluating policies, plans, and internal operational systems such as correspondence and records management, information tracking among pertinent offices and stakeholders, internal/external communication flows, analyzing human resources targets, travel, materials and related requirements.
  • Provides cost data and other information for use in major program planning and evaluation activities.
  • Contacts and engages frequently with staff at all levels to facilitate the work of the office related to a variety of operations-focused assignments and projects initiated by senior leadership or program offices, or departmental offices.
  • Manages and coordinates all online communication tools such as internal SharePoint websites and other related informational tools, all done in consultation with communication specialists.
  • Assures compliance with all applicable policies and internal management processes related to the online tools.
  • Coordinates events hosted by officials, with assistance from continuing educational staff and initiatives when warranted.
  • Completes all steps required within an event management process, including facilitating selection of the event time, developing a formal agenda, managing any required contracts and all logistical items, disseminating information to attendees, and ensuring smooth execution of the event.
  • Works with various boards to coordinate regular committee meetings, ensuring all event management steps are completed.
  • Coordinates with the appropriate individuals or offices to develop proposals and supporting materials for presentation at conferences, meetings, hearings and other external activities and meetings.
  • Briefs and advises the Service Chief on agenda issues in preparation for activities and meetings and may represent the office at internal or external activities and meetings.

Work Schedule: Monday - Friday, 7:30am to 4:00pm (Subject to change based on the needs of the agency.)

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/20/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
    • Demonstrates and has experience analyzing data and performing statistical calculations and developing reports using multiple programs;
    • Works independently performing studies/analyses to identify and explore trends, patterns, problem areas and causal relationships with regard to the current and future healthcare environment and its impact on the operating functions of the organization;
    • Prepares, executes and/or tracks patient and personnel specific information, prepares reports, actions plans, and works with management processes;
    • Develops, analyzes, and maintains data systems that provide reports to Leadership; uses automated systems to extract a variety of clinical data for inclusion into required material; researches regulations, polices and standard operating procedures;
    • Collaborates with other service lines/programs to problem solve and develop action plans to improve service delivery; maintains files for reports and other forms of confidential correspondence; and maintains excellent communication skills. OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or an LL.M., if related to this position that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. (NOTE: transcripts required). OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of successfully completed graduate level education (in excess of the first year or 18 semester hours) and specialized experience to meet total experience requirements. The education portion must include graduate courses that demonstrates the knowledge, skills, and abilities necessary to do the work of the position. (NOTE: transcripts required).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: Work is primarily sedentary, but does require some periods of standing, walking and bending. The position requires regular use of typical office equipment including phone, multi- functional device and computers.
