Duties

Help
  • Advise on work in any of the phases or systems of budget administration.
  • Plan work to set priorities and schedules work as necessary for the effective and expeditious accomplishment of priority work.
  • Develop performance standards and evaluates employee performance.
  • Manages both administrative and technical personnel who perform complex budgetary and financial activities essential for the delivery of healthcare services
  • Oversees and manages all budgetary operations such as budget formulation, financial analysis and reporting, adjustments, reprogramming and reallocations, and post-execution review and evaluation.
  • Consolidates preliminary budget estimates into cohesive plans, using input, direction and/or ad-hoc requests to reflect how resources will be allocated and managed within the organization.
  • Analyzes estimates to identify program imbalances and ensure equitable opportunities for all program areas.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • This is a Financial Management Level 2 Certification position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.
  • This position may be designated "Mission Essential." In the event of severe weather conditions or other such emergency type situations the incumbent is required to report to work or remain at work as scheduled to support mission operations.
  • A Personnel Security Investigation is required.
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • Selectees will be required to sign a statement (Condition of Employment) consenting to seasonal influenza vaccinations or must provide a recognized exemption.
  • This position has occasional, Temporary Duty (TDY) or business travel that maybe required.
  • Employees assigned to a medical treatment facility are required to be screened for applicable immunizations or pre-existing immunity based on occupational risk, regardless of job series.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG).

Qualifications

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes analyzing and recommending costs and benefits of alternative methods of financial management of organization's programs and administrative operations; implementing legal and regulatory controls over approved budgets; and providing advice on effective and efficient methods for the acquisition and use of funds to support the organization's programs and activities.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Education

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
