Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-11. At the GS-11 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-11. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher-level work, and availability of funds. Promotion is not guaranteed and no promise of promotion is implied.

Physical Demands: The work is primarily sedentary. The position uses a computer and standard office equipment to complete tasks. Work may also require walking and standing in conjunction with travel to and attendance at meetings and conferences away from the work site. On occasion, the position may carry light items.

Major Duties:

  • Serves as an expert on research-related budgetary policies, precedents, goals, objectives, regulations, and guidelines.
  • Provides administrative support to meet the strategic planning goals of Research and Development (R&D), including purchasing/procurement and contract preparation and management.
  • Provides procedural and regulatory guidance concerning availability of or limitations on the use of funds.
  • Assembles historical data on cost trends, and forecasts, allocates and tracks fiscal expenditures and human resources demand.
  • Based on a variety of information, the position prepares estimates for projected operating budget(s), prepares justifications for the estimates, consolidates estimates, and prepares justification for the consolidated budget.
  • Provides broad administrative support to the ACOS, AO, and PIs on research study expenditures, budget, funds, and reports.
  • Provides direct support to research investigators in: developing budgets, procuring supplies, equipment and services; submitting modification requests; and managing and executing budgets.
  • Maintains cost accounting ledgers for current and prior year appropriations assigned to Research.
  • Performs financial audits of accounts and financial records to certify or attest that financial statements fairly represent the financial position of R&D.
  • Monitors contracts and submits timely extensions; approves option years; follows up with VACO contracting group and sends status updates to stakeholders.
  • Other administrative duties in support of the Research department as assigned by the Administrative Officer or ACOS.

Qualifications

Time-In-Grade Requirement for the GS-09: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

Time-In-Grade Requirement for the GS-11
: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

Provide a copy of your last or most recent SF-50, "Notification of Personnel Action" to indicate your current federal status. You must also submit additional SF-50(s) to clearly demonstrate one year time-in-grade as required in the announcement. If the most recent SF-50 has an effective within the past year, it may not clearly demonstrate that you possess one year time-in-grade. In this instance, you must provide an additional SF-50 that clearly demonstrates one year time-in-grade.

Specialized Experience For GS-09 level: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Specialized experience is defined as

  • Experience developing budgetary plans, projections, and reports.
  • Experience in administrative support, maintaining records, financial account and records auditing.
  • Experience in budget administration including formatting, presentation, and execution of a budget.
  • Experience with purchasing and procurement of goods and services from diverse vendors.
  • Experience drafting and compiling documents for federal contract submission, and tracking and managing contracts.
  • Experience working with customers (program staff) to explain budgets, understand needs, and provide support.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must possess a Master's degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D., if related that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. Combination GS-09: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education at the graduate level.

Specialized Experience For GS-11 level: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Specialized experience is defined as
  • Experience developing budgetary plans, projections, and reports.
  • Experience in administrative support, maintaining records, financial account and records auditing.
  • Experience in budget administration including formatting, presentation, and execution of a budget.
  • Experience working with customers (research staff) to provide customer service for fiscal matters.
In addition:
  • Experience analyzing long term financial data and projecting strategic financial plans for future research projects.
  • Experience preparing grant funding to ensure accurate allocation of resources, managing all financial accounts statements and ledgers as required by law and policy.
