Summary

This position is located in the Bureau of Budget and Planning (BP). BP carries out the responsibilities of preparing and submitting the Department's budget requests, managing the Department's operational resource requirements, and ensuring that operational planning and performance management is synchronized with the Department's resource requirements. Coordinates with the Office of U.S. Foreign Assistance Resources in developing policies, plans, and programs to achieve foreign policy goals.

Duties

Help
  • Provides all phases of budgeting for the substantive national or international programs administered by the Department.
  • Reviews, analyzes, and edits budget estimates for accuracy of technical treatment and format, mathematical accuracy.
  • Plans, organizes, coordinates, and carries out annual and multi-year budgeting.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. 

Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:

  • Experience developing, justifying and managing budgets for a program or functional area.
  • Experience in budgetary requirements and activities to maintain oversight and control over assigned areas of responsibility.
  • Experience analyzing program content, conducting cost-benefit analysis of alternative budget and program actions

There is no substitute of education for specialized experience for the GS-14 position.
