The United States Space Force (USSF) Space Systems Command (SSC) 61st Force Support Squadron (61 FSS) at Los Angeles Air Force Base, California is searching for a Human Resources Specialist, Recruitment & Placement (NH-0201-03, GS 12/13 equivalent).

Description:
As a Senior Human Resources Specialist for the 61st Force Support Squadron, you will be responsible for planning, developing, and executing the full range of recruitment, placement, affirmative employment, and management advisory services for Los Angeles Air Force Base, the United States Air Force, and Space Systems Command. This position requires a highly capable Human Resources professional with strong proficiency in federal staffing, suitability, and hiring processes who is regularly relied upon to address diverse and complex challenges. The ideal candidate will demonstrate the ability to develop innovative staffing strategies and ensure compliance with all suitability standards, which includes conducting background checks, coordinating pre-employment processing, and managing the onboarding for all new hires.
The ideal candidate for this position possesses comprehensive knowledge of the full range of Federal HR principles, concepts, practices, and analytical techniques related to affirmative employment, recruitment, and placement. This includes a thorough understanding of the provisions of public laws, Executive orders, and Federal regulations governing these areas. The candidate must also have knowledge of other HR processes sufficient to relate them to complex recruitment and placement issues. They will demonstrate exceptional skill in advising management on controversial, sensitive, and difficult staffing matters. This requires a strong ability to perform in-depth research, gather facts, and use effective analytical methods to make sound decisions, coupled with the ability to communicate ideas and concepts clearly and effectively, both orally and in writing.

Key Skills and Abilities:
1. Knowledge of the full range of Federal HR affirmative employment, recruitment, and placement principles, concepts, practices, and analytical techniques.
2. Knowledge of the provisions of a variety of public laws, Executive orders, and Federal regulations regarding recruitment and placement, and affirmative employment.
3. Knowledge of other HR processes sufficient to relate recruitment and placement issues to them.
4. Skill in advising management on controversial or sensitive, complex, and difficult recruitment, placement, and affirmative employment issues and problems.
5. Ability to perform in-depth research, gather facts, and use extensive and effective analytical and evaluative methods to accurately assess information and make sound decisions involving complex recruitment and placement problems.
6. Ability to express ideas and concepts and communicate effectively orally and in writing

  • Employee must be able to obtain and maintain a Secret security clearance.
  • Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise.
  • May be required to travel by military or commercial aircraft in the performance of TDY assignments.
  • This position meets the administrative exemption criteria for the Fair Labor Standards Act (5 CFR 551.206).
  • Subject to Temporary Duty Assignment (TDY): Approximately 15 days per year.
  • This position will close after 5 business days or 75 applications, whichever comes first.
  • Depending on the type of position (competitive/excepted) you are selected for, you will be required to serve a 1-year probationary period OR 2-year trial period.
  • Upon completion of your probationary/trial period, your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest.
