Duties

Help

  • Exercises supervisory personnel management responsibilities.
  • Provides direction and assistance to the youth staff in the preparation of day-to-day developmental and recreational programming of activities.
  • Develops, coordinates, and implements recurring activities and programs in accordance with health, safety, and security standards for the Air Force Youth Programs.
  • Plans and monitors budgetary requirements for the preteen programs. Prepares and closely monitors appropriated and multiple non-appropriated fund budgets.
  • Coordinates and supports a wide variety of major (2,000-6,000+ person) programs and events sponsored by Youth Programs, 31 FW or 31 FSS which support the Aviano AB community to include the military members, DoD civilians, families/dependent, and other authorized guests.

  • (Cont'd) completed on any person selected for this position. Renewal every five years of the Installation Records, FBI Fingerprint and SCHR is required with annual review of DD Form 2981.
  • IAW AFI 34-144 and DoD certification requirements, a pre-employment physical examination with a renewal at least every 3 years and specified immunizations are required.
  • Incumbent must be able to obtain Food Handler’s, First Aid, and Cardiopulmonary Resuscitation (CPR) certifications and complete additional training requirements IAW AF and DoD guidance.
  • The work requires the employee to drive a motor vehicle. An appropriate, valid driver’s license is required for the position.
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. (cont'd)

  • Must complete applicable Virtual Lab School (VLS) courses IAW AF and DoD guidance.

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • Employees and family members requiring medical/dental care in the overseas location are responsible for obtaining/paying for care. Access for these members to military medical/dental treatment facilities is on space-available/reimbursable basis only.
  • Position is Centrally Managed and PCS is authorized.
Qualifications

In order to qualify, you must meet the basic requirement and specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, to include the Individual Occupational Requirements (IOR) for the GS-1701, General Education and Training series.

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: A bachelor's degree (or higher degree) that included or was supplemented by major study in child development, early childhood education, home economics (early childhood emphasis), elementary education, special education, or other fields appropriate to the position to be filled. NOTE: You must submit copies of your transcripts.

COMBINATION OF EDUCATION AND EXPERIENCE
: Courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion often 4-year course of study described above. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

SPECIALIZED EXPERIENCE: Applicant must have one (1) year of specialized experience that has equipped me with the particular knowledge, skills, and abilities (KSA's) to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, the specialized experience must have been at the GS-07 grade level or equivalent under other pay systems in the Federal service. My experience includes Professional knowledge of youth development, education and recreation principles, concepts, methods and techniques to plan and direct a medium diversified Youth Program carried out through the youth center, and outdoor venues.

EDUCATION:

Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. NOTE: You must submit copies of your transcripts.

COMBINATION OF EDUCATION AND EXPERIENCE
:
A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit copies of your transcripts.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  1. Professional knowledge of child and youth development theory, methodology, and practices relating to physical, emotional, cognitive, and social development of children and youth.
  2. Knowledge of DoD certification, Boys and Girls Clubs of America (BGCA), 4-H, and Council on Accreditation (COA) standards.
  3. Knowledge of safety and security regulations, practices, and procedures including National Fire Protection Association (NFPA), Occupational Safety and Health Administration (OSHA), Food Services regulations, Environmental Protection Agency (EPA) regulations and requirements, and Consumer Product Safety Commission (CPSC) Playground guidelines
  4. Skill in compiling and composing both quantitative and narrative reports, based on analyzing data and circumstances
  5. Ability to plan, organize, and direct the functions and staff of a small to large sized organization. Ability to communicate effectively, both verbally and in writing in English language, using tact and courtesy.
  6. Ability to use one or more established computer programs/software (Microsoft Office) to enter, maintain, sort, and retrieve organizational and/or program data.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
