As a Deputy Chief Financial Officer/ Controller, ES, 0505, 00, your typical work assignments may include the following:

  • Oversees all aspects of GAO's financial operations, including budgeting, accounting, financial reporting, and audit compliance.
  • Develops and implements strategic and tactical goals to ensure the agency's economic viability in both the short- and long-term planning horizons, to include financial policies and procedures that ensure compliance with federal regulations and GAO's strategic objectives.
  • Provides expert financial advice to the Comptroller General and other senior executives, enhancing financial decision-making processes.
  • Directs the internal and external audit processes, ensuring GAO's financial practice meets the highest standards of accountability and transparency.
  • Leads, mentors, and develops a high-performing finance team, fostering a culture of excellence, collaboration, and continuous improvement.

Qualifications

Minimum Qualifications: The Senior Executive Service (SES) appointments require one year (52 weeks) of specialized experience at the next lower band/grade at the GS-14/GS-15 level, Bands III, IV, MS Bands levels I and II, Senior Executive Service, Senior Level, or (equivalent) in the Federal Service, or comparable private/public sector.

Technical Qualifications: All applicants must meet the Mandatory Technical Competency and Executive Core Qualification requirements listed below to be eligible for consideration. Eligibility will be based on a clear demonstration that the applicants training, and experience are of the scope, quality and level of responsibility sufficient to successfully perform the duties and responsibilities of this executive position.

TQ-1: Mastery knowledge of supervisory concepts and principles to include leading and managing a multicultural work force.

TQ-2: Experience with federal financial management to oversee and review Government-wide Treasury Account Symbol (GTAS) submissions to Treasury; and preparing an agency's annual financial statements to ensure they can pass an independent, external financial audit.

TQ-3: Oversees procurement and contracting to achieve desired results.

TQ-4: Knowledge of the principles, methods, and techniques of financial analysis, forecasting, and modeling to interpret quantitative and qualitative data; includes data modeling, earned value management, and evaluating key financial indicators, trends, and historical data.

TQ-5: Knowledge of the principles and practices of budget administration and analysis; including preparing, justifying, reporting on, and executing the budget; and the relationships among program, budget, accounting, and reporting systems.

Executive Core Qualifications (ECQs):
For applicants who are currently at the next lower band/grade equivalent to the GS-14/GS-15 level, bands III and IV, or MS bands I and II, ECQs are required. The ECQs assess executive experience and potential. They measure whether you have the executive skills needed to succeed in a variety of Senior Executive Service positions.   • Business Acumen: This core qualification involves the ability to manage human, financial, and information resources strategically.
  • Building Coalitions: This core qualification involves the ability to build coalitions internally and with other federal agencies, state and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
