Duties

Help

The primary purpose of this position is: To provide emergency fire and medical services to the public by answering emergency 911 calls and dispatching appropriate personnel and equipment. Maintain an accurate status of all emergency response equipment and personnel to ensure prompt and accurate response. This equipment includes aircraft firefighting, structural firefighting, hazardous materials, weapons of mass destruction, wild land firefighting, automobile extrication, technical rescue, confined space rescue, swift water rescue, and ambulance service. Provides advanced emergency dispatch life support through pre-arrival instructions to Enhanced 911 callers.

  • Provides emergency 911 call taking and dispatching services.
  • Performs Emergency Medical Dispatch (EMD) services for callers with medical emergencies.
  • Maintains reports and retrieves needed statistical information using the local authority's fire incident reporting system(s).
  • Operates and maintains telephones, automated data processing equipment, printers, recorders, facsimile equipment and other devices installed in the dispatch center.
  • Maintains maps, checklists and charts, including automated programs.
  • Performs Timekeeper entry duties. Incumbent serves as a timekeeper official for the fire department.

  • Incumbent must possess International Fire Service Accreditation Congress Certification as a Telecommunicator Level I and II and HAZMAT Awareness.
  • Must be able to obtain and maintain a current EMD certification, including initial and follow up certification within one year.
  • Must be able to obtain and maintain a current CPR certification.
  • Must obtain and maintain a Hazardous Materials Awareness Level Certification within one year of hire.
  • The work may require the employee to drive a motor vehicle. An appropriate, valid driver's license may be required for the position.
  • Incumbent is required to work an alternate work schedule, which requires an uncommon tour of duty (including weekends and holidays).
  • Incumbent is required to monitor flying operations utilizing appropriate schedules.
  • Must participate in exercises by relaying accurate information. Must be resourceful and alert to adequately perform duties.
  • May be required to participate in contingency situations, real world, and exercise, as directed.
  • Work may occasionally require travel away from the normal duty station on military and/or commercial aircraft for required training and/or certification purposes.
  • Must be able to obtain and maintain a Secret Clearance.

  • Position is designated mission essential during emergency situations based on local conditions. The duties performed are vital to the continuity of essential operations during emergency situations. Incumbent must report to work at normal time and remain at duty station during the period leading up to and during the emergency situation and continue to perform mission essential duties until relieved by proper authority.
  • This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW, DoDI 3020-42, Defense Continuity Programs.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions, Dispatching Series 2151

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes knowledge of the communications equipment, alarm equipment and systems and the radio usage and procedures. Extensive knowledge of vehicle dispatching procedures, resources capabilities, as well as detailed geographic knowledge of the jurisdiction served. Knowledge of the Emergency Medical Dispatch (EMD) system. Knowledge of fire protection and prevention theories, techniques and practices relative to various types of emergencies, hazardous material situations and medical emergencies. Ability to assess incoming information (problems presented) in fire, medical and other emergency situations and quickly determine the proper course of action. Knowledge of basic timekeeping concepts.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-06 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Knowledge of communications operations procedures. Knowledge of basic computer operations to include word processing, retrieval and input of data on a variety of programs. A qualified typist is not required.
  • Knowledge of location and availability of emergency apparatus, the kind of apparatus and equipment needed for the emergency at hand. Knowledge of airfield layouts and common airfield terminology.
  • Ability to prioritize and organize tasks and work independently without immediate supervision.
  • Ability to effectively communicate both orally and in writing using a calm and stable demeanor while dealing with emergency situations.
  • Ability to maintain good working relationships both within and outside the organization, maintaining a consistently courteous attitude at all times.
  • Ability to read and plot information on maps and accurately relay information such as Entry Controlpoints, exclusion zones, etc.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
