Duties

Help

  • Serves as the functional point of contact for day-to-day budget/financial issues. Works with MAJCOM and budget office counterparts to obtain, monitor, and track organization's funds.
  • Preforms budget formulation work involving review and preparation of budget estimates and financial plans. reviews and analyzes budget request submitted by organizational activities to ensure their consistency, accuracy, and adherence to instructions,
  • Performs budget execution and administrative work involving the monitoring of obligations incurred and the actual expenditures of funds.
  • Provides advice, assistance, and guidance on budgeting and related information and conducts analyses, reviews and special studies of budget and/or related information.
  • Uses budgetary and other automated system(s)

  • This is a Financial Management Level 1 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d
  • This position may be filled at the GS 07 with promotion potential to the GS 09. The individual selected for this position may be promoted to the target level without further competition upon meeting any legal and regulatory requirements
  • Depending on the type of position (competitive/excepted) you are selected for, you will be required to serve a 1-year probationary period OR 2-year trial period.
  • Upon completion of your probationary/trial period, your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, for Administrative and Management Positions

Developmental Position; GS-7 target GS-9

SPECIALIZED EXPIERENCED:
GS-07: Applicants must have: one year of specialized experience equivalent to the GS-05 grade level in the Federal service which includes having the knowledge of commonly used budgetary methods, practices, procedures, regulations, policies, and other AF, MAJCOM, and installation guides which apply to assigned budget accounts to perform and advise on budget administration tasks and to identify and refer those reprogramming actions which require prior approval to officials at the high echelons; in addition to performing duties involving related steps, processes, or methods; prescribed data sources; stable work units; and routine or standard assignments such as a compiling and computing data, identifying trends or problems, and explaining procedures.

OR

EDUCATION: Applicants must have successfully completed one full academic year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position; or I have a bachelor's degree in education or a subject area

OR

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

GS-09: Applicants must have: one year of specialized experience equivalent to the GS-07 grade level in the Federal service which includes having the knowledge of commonly used budgetary methods, practices, procedures, regulations, policies, and other AF, MAJCOM, and installation guides which apply to assigned budget accounts to perform and advise on budget administration tasks and to identify and refer those reprogramming actions which require prior approval to officials at the high echelons; in addition to performing duties involving related steps, processes, or methods; prescribed data sources; stable work units; and routine or standard assignments such as a compiling and computing data, identifying trends or problems, and explaining procedures; Performing varied duties in the budget process which require the application if different and unrelated methods, practices, and techniques of budgeting.

EDUCATION: Applicants must have successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D., in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as accounting, finance, economics, organizational management, or related field of study. NOTE: You must submit copies of your official college transcripts

OR

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Knowledge of commonly used budgetary methods, practices, procedures, regulations, policies, and processes to formulate, justify, and execute assigned budget in support of the mission, structure, goals, work processes, and programs of assigned activities/organizations.
  2. Knowledge of automated data processing software programs and capabilities used to accomplish budget/funding tasks
  3. Skill in gathering, assembling, and analyzing source of factual information, such as hat founding accounting reports, payroll records, work reports, or inventory and supply data
  4. Skill in preparing written forms, schedules, and reports related to the obligation and expenditures of funds
  5. Ability to make oral presentations on the budget and conduct budget-related training to a variety of audiences

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
