Help

Major duties include, but are not limited to the following:

  • Supervises a group of non-supervisory personnel in the Maintenance & Operation Section of the Engineering Service.
  • Responsible for the quality and quantity of work done and for assuring efficient and economical use of man power assigned.
  • Assigns, directs, and reviews the work of subordinates and evaluates their work performance, plans, schedules, coordinates work operations, and solves problems related to the work supervised.
  • Determines material, equipment, and facilities needed; explains and gains the support of subordinates for management policies and goals (for example, cost, reduction, conservation of utilities, energy sustainment, emergency and disaster response.
  • Works to achieve the objectives of Government-wide programs and policies and deals effectively with employees and union representatives on employee suggestions, complaints, grievances, and other matters.
  • Plans weekly, monthly and schedules, sequence of operations for subordinates; establishes deadlines and priorities on the basis of general work schedules, directions, methods, and policies established by higher levels of supervision; determines assignments that can be done concurrently and which must be delayed.
  • stablishes the numbers and types of employees needed for specific jobs, considering the skills and personnel available to do the work and the availability of materials and equipment required.
  • Participates with Engineering Management in the preliminary planning of current and future workloads, taking into account schedules, budget, staffing needs, estimates, and recommendations as to scheduling projected work.
  • Motivates subordinates to operate as an effective working unit; selects individual workers and assigns the particular work or tasks to be performed; explains work requirements, methods, and procedures as needed, defines the standards of quality and quantity to be met.
  • Determines equipment ,materials and maintenance required; assures that material is ordered and delivered to work sites so as not to delay work; coordinates the work of the unit supervised with other units that may be involved.
  • Promotes the participation of subordinates in managements programs such as beneficial suggestions, quality assurance, and cost reduction; schedules and approves leave requests of subordinates
  • Initiates recommendations for promotion or reassignments of subordinates; counsels employees; adjusts informal complaints and grievances through discussion with employees and union representatives, and initiates disciplinary actions as needed.
Work Schedule: Monday - Friday, 7:30am to 4:00p. Work schedule may change due to Agency need.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/13/2026.

EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards.

SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. The potential eligibles are then rated against the remainder of the Job Elements:

  • Equipment Assembly, Installation, Repair
  • Interpret Instructions, Specifications (mobile equipment operations)
  • Measurement and Layout
  • Operation of Equipment/Machinery
  • Troubleshooting (Electronic Equipment)
  • Without more than normal supervision


Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: Work is generally performed indoors with adequate light and ventilation. Occasionally. work is done outside where the Operator is subject to a variety of weather conditions. Incumbent may have to work in hot, cramped and dirty environments and occasionally in areas of temperature extremes of 100 degrees Fahrenheit and above. Incumbent is exposed to the possibility of burns while working on steam and hot water equipment, Noise level is often high, sometimes requiring hearing protection to prevent hearing loss. Other protective equipment such as goggles, gloves and masks may be needed periodically. Occasionally, the incumbent works in contaminated areas and is exposed to communicable diseases when changing filters, etc. The A/C Equipment Operator is also subject to noxious gases, cuts, bruises, falls and scrapes.

Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
